LFR 2026 : Cheikh Diba demande le renvoi en commission, la plénière ajournée
The Minister of Economy and Finance has requested that the supplementary budget bill be referred back to committee to allow for further discussions with members of parliament. This move, based on Article 84 of the National Assembly's rules of procedure, comes amid tensions surrounding the review of the budget text. The examination of the 2026 supplementary budget bill has taken a new turn in the National Assembly. During the plenary session devoted to this bill, Finance Minister Cheikh Diba requested that the bill be referred back to the Finance and Budget Control Committee to allow for additional discussions between the government and parliamentarians. Addressing the members of parliament, the Minister justified this request by the need to prioritize an approach that complies with the provisions of the National Assembly's rules of procedure, while seeking a constructive solution to the disagreements between the two institutions. "The government requests this referral to the Finance and Budget Control Committee for further discussions as soon as possible," he stated.
Article 84 invoked by the government
To defend this approach, Cheikh Diba relied on Article 84 of Law No. 2025-11 of August 18, 2025, concerning the rules of procedure of the National Assembly. This provision notably allows for the referral of a bill to the committee responsible for its substantive review, during the general debate and until its conclusion. The minister emphasized that referral to the committee responsible for its substantive review is a right when requested by the committee itself or by the representative of the President of the Republic. For the government, this procedure constitutes a legal means of continuing discussions without undermining the prerogatives of the institutions. "Respect for the rules cannot be applied selectively. It is a permanent requirement that applies to all institutional actors," Cheikh Diba insisted.
A return to committee to reconcile positions
The minister also recalled the discussions that took place on Monday, October 26, following the Prime Minister's call for dialogue. He mentioned the willingness expressed by the chairman of the Finance and Budget Control Committee in a letter addressed to the government, as well as the positive response from the Ministry of Finance. These discussions focused in particular on the concerns raised in a memorandum submitted to the government. According to Cheikh Diba, returning the matter to committee should allow for a more in-depth examination of these points and an exploration of potential compromises. He assured that this request did not reflect either a dereliction of duty by the government or a desire to circumvent parliamentary debate. "Referring the matter back to the Finance Committee can provide this additional space for work so that the issues raised can be examined with all due attention and that potential compromises can be explored seriously," he explained. The minister reiterated that the Finance Law commits the State's capacity to pursue its public policies, honor its commitments, and ensure the sustainability of its finances.

Une perte de temps pour rien. Sauf que ça nous rapproche d'avantage de la date fatidique du 2 décembre où on enverra le troupeau parlementaire, cette bande de marionnettes aller brouter.
