LONASE : Les dessous de la polémique entre Toussaint Manga et le DG Abdourahmane Baldé
In the wake of the violent accusations made by Toussaint Manga against the Director General of the Senegalese National Lottery (LONASE), new information sheds light on the behind-the-scenes of a managerial and protocol crisis that is shaking the public company.
The controversy surrounding the performance bonus of the former Director General of LONASE continues to cause a stir. While Toussaint Manga denounces "managerial misconduct" and a wave of unjustified sanctions following his time at the institution, the facts, when placed in their proper context, reveal a deep-seated disagreement over protocol and a tense social climate.
According to information gathered from internal sources, Director General Abdourahmane Baldé himself had given precise instructions to his staff to inform Toussaint Manga of the availability of his check for "3 million FCFA corresponding to performance bonuses." The current head of LONASE had even suggested "that an agent could come and deliver it to him, as was done with previous directors general."
It was in the absence of the Managing Director, who was away on business, that Toussaint Manga appeared at the company headquarters. "The elevator footage shows Toussaint Manga accompanied by another man carrying a bag. He then went to the office of the General Coordinator," witnesses to the scene stated.
It was precisely this lack of prior information that sparked the controversy. "From an institutional point of view, courtesy would have dictated that the protocol department also be informed of the presence of a former Director General, in order to give him the appropriate welcome and respect," explained a source within the public institution.
Upon his return, Abdourahmane Baldé demanded an explanation from the General Coordinator regarding the lack of notification concerning his predecessor's visit, likening this episode to "a breach of protocol, transparency, and loyalty within the administrative chain." This assessment immediately led to the termination of the General Coordinator's duties.
This head-on clash, however, is only the tip of the iceberg. Relations between the two men and their respective teams had gradually deteriorated during the previous transition at the head of the state-owned company.
Following Abdourahmane Baldé's departure from the general management and Toussaint Manga's appointment, several colleagues close to the former team were reassigned to distant locations, while some expected promotions and advancements did not materialize. These management decisions created misunderstandings among the staff: "Some Lonas employees didn't understand the reasons for these decisions," confided company employees.
In this already volatile social climate, this unannounced and unexpected visit has reignited resentment. While the core issue remains the payment of a legitimate administrative fee, "the central point remains the lack of prior notification of his presence on the premises."
Between procedural battles, ego clashes and management disagreements, the crisis at the top of LONASE illustrates once again the delicate coexistence between old and new leaders within the major branches of the State.
