« Lorsqu’un clan capture l’État, les élites capturent le budget », alerte Youssou Diallo
Invited to the "Jury du Dimanche" (JDD) program on iRadio this Sunday, October 11, 2026, Youssou Diallo, former Chairman of the Board of Directors of Sonacos, offered a frank assessment of economic governance in Senegal. Denouncing the misappropriation of public resources by certain elites, land grabbing, and a lack of transparency, the analyst also warned of the climate risks impacting the agricultural season.
For Youssou Diallo, the state remains the country's main economic and financial issue. He believes that the capture of the state apparatus by interest groups inevitably leads to the capture of the economy and the budget: "When a clan captures the state, the elites capture the economy, the elites capture the budget," he stated.
The former head of Sonacos specifically criticizes land management, which he claims has become a vehicle for illicit enrichment for certain political and administrative officials. He alleges that the National Domain Law, originally designed to protect land, is being misused to benefit speculators with high-level connections. Youssou Diallo points to the dysfunctions within the land registry, cadastral services, urban planning departments, and certain decisions made by local authorities. He calls for a structural reform of land management that guarantees equitable and transparent access for rural populations and investors, while also establishing genuine safeguards.
Corruption, remuneration and opacity in the civil service
Beyond land issues, the analyst rails against the disparities in pay and the perks granted within the public administration. He questions the unjustified enrichment of certain public officials based solely on their salaries and denounces the system of patronage maintained by political figures through donations, sponsorships, or the financing of family ceremonies. For Youssou Diallo, the break promised by the new authorities requires fundamental reforms and strict transparency in the management of public funds.
Agricultural campaign: threats to crops and a lack of technical expertise
On the agricultural front, the situation is more nuanced. While the distribution of inputs and seeds proceeded satisfactorily, Youssou Diallo is concerned about the uneven distribution of rainfall. Rainfall deficits recorded in the North, East, and Central-East, combined with late rains, pose significant risks: deterioration of forage crops, the reappearance of aflatoxin, and regeneration in peanut fields.
The guest of the JDD, however, regrets the lack of visibility on agricultural forecasts and deplores the lack of communication from specialized services: "We hear less and less about technical matters," he lamented, inviting regional directors and statisticians to provide more information to the public beyond political speeches.
