Invited to the "Special Interview" program on SourceA TV, Dr. Arona Coumba Ndoffène Diouf, former advisor to Macky Sall and now an influential member of the Kiiraay Party, outlined his strategic vision for governing the capital. Believing himself to be the ideal candidate to become the next mayor of Dakar, the former political figure also took the opportunity to launch a scathing attack against the parliamentary majority of the Pastef party, which he described as "incompetent and violent."
“President Bassirou Diomaye Faye will soon set the timetable for the local elections.”
Speaking about the timing of the municipal and departmental elections, Dr. Arona Coumba Ndoffène Diouf tempered the speculation: “President Diomaye Faye will organize the local elections in 2027. He has the entire year to hold this election. This is not a question of fear, but of political strategy. As long as he does not violate the law or exceed his constitutional prerogatives, there is no reason to create controversy. Bassirou Diomaye Faye is a statesman; he will respect his commitments and the republican calendar, especially since the Supreme Court has already ruled on this matter.”
“I am a candidate for mayor of Dakar.”
Openly displaying his ambitions, the guest on SourceA TV declared himself ready to seek the votes of Dakar residents: “The city of Dakar is too sensitive an institution to be entrusted to just anyone. One must have the makings of a seasoned statesman, understand the workings of the institutions, and know how to communicate with the Presidency of the Republic, located less than 300 meters from City Hall. Someone who has never been a minister, director general, or member of parliament lacks the legitimacy required to claim to lead the capital.”
“To make Dakar a second Singapore: a green and smart city”
For Dr. Diouf, modern management of a metropolis requires an international outlook and an extensive network: “Anyone who aspires to lead Dakar must know the world. Dakar must be considered in the same category as Milan, Paris, Los Angeles, Tokyo, or Hong Kong. My ambition is to make Dakar a smart and green city, powered by renewable energy, with modern skyscrapers and arenas.”
Speaking about his personal background, he recalls: “I served four years under Abdoulaye Wade and eleven years in Macky Sall’s executive office. I have traveled to more than 34 major cities around the world. If the people of Dakar place their trust in me, we will radically change the face of our capital by attracting foreign direct investment, without depending exclusively on the central government.”
Criticism of the parliamentary majority and call for dissolution
The Kiiraay Party member was particularly critical of the ruling party's parliamentarians: "Pastef's MPs are sorely lacking in experience. To have a majority of 130 MPs and claim 4,000 cadres, only to ultimately prove incapable of drafting laws that comply with the Constitution, is an institutional disgrace. As soon as the Constitutional Council is consulted, their texts are censored."
Continuing his attack, he describes the 15th legislature as a "catastrophe" and denounces the recent incidents that occurred in the Chamber: "The incident involving Pastef MP Ousmane Fall facing Abdou Mbow and Thierno Alassane Sall reflects the nature of this party, which relies on violence, insults and accusations.
That is why I am calling for the dissolution of the National Assembly as quickly as possible in order to give the Senegalese people a voice.

Il est temps que les populations, que les meilleurs de ce pays, prennent leurs responsabilités. Il faut arrêter. Le nombre d'usurpateurs, de médiocres politiciens qui nous tympanisent sur les plateaux avec la complicité des journalistes... On se fait avoir depuis une vingtaine d'années. On ne peut pas continuer. Il faut arrêter l'hémorragie, revenir à l'orthodoxie et mettre les meilleurs d'entre nous devant — les meilleurs en connaissances, en éthique, en valeurs.
