Marchés de curage : "Thiès D’abord" interpelle le maire Babacar Diop, suite au rapport de l’ARCOP
Following the conclusions of the ARCOP audit on public contracts for dredging canals and gutters (in particular contracts no. 0023/VTH/MSG/CMP – 002), citizens of the City of Thiès, grouped within the "Thiès First" movement, publicly challenged Mayor Dr. Babacar Diop in an open letter.
According to them, “official reports indicate that these crucial flood prevention works have been repeatedly awarded to the General Insurance Company (EGA) for amounts of several million FCFA”.
They point out that "preventive cleaning of drainage networks is a transferred skill vital for the safety of our families. It is the only defense our neighborhoods have against the scourge of cyclical flooding that ruins lives and paralyzes the local economy every rainy season."
Therefore, the systematic choice of a structure whose name and displayed commercial vocation evoke the financial services and insurance sector, to the detriment of companies specializing in building, public works (BTP) or sanitation, arouses a legitimate and profound incomprehension among the people of Thiès, declares the president of "Thiès D'abord", Maître Habib Vitin.
The choice of an entity whose corporate name evokes the insurance sector, rather than the building, public works (BTP) or sanitation sector, is causing deep incomprehension among the people of Thiès, he says.
"Our concern is all the more acute given that the Independent Review of the Compliance of Procurement in the City of Thiès, published by ARCOP, explicitly noted significant administrative and procedural anomalies in the awarding and execution of the city's contracts," the complainants protested.
Pending public clarification, they declare that in the face of these "shortcomings" and the scourge of floods that paralyzes neighborhoods every rainy season, transparency is an absolute requirement.
The "Thiès First" movement is asking Mayor Babacar Diop to clarify three points for the public. Regarding legal compliance, they want to know if the Trade Register (RCCM) of the company EGA explicitly authorizes it to carry out civil engineering and sanitation work.
Regarding the "selection criteria", the movement wants to know what technical skills and specific equipment enabled this structure to obtain these contracts despite the overall compliance reservations issued by the auditors.
Finally, regarding the monitoring of results, "have the municipal technical services formally validated the effectiveness of these works, while our neighborhoods continue to suffer from serious flooding?" he asks.
The movement also points out that "ARCOP compliance reviews regularly criticize the City for awarding local contracts to structures from other regions, to the detriment of local SMEs in Thiès, which are often considered closer to the ground and more legitimate to solve the sanitation problems of their own city."
