Moins-values de 80,4 milliards : Pourquoi le PRES de Ousmane Sonko a raté ses objectifs (S1)
Is the Economic and Social Recovery Plan (PRES) currently delivering on its promises? The strategy launched by Ousmane Sonko, then Prime Minister, generated 140.7 billion FCFA in revenue during the first 6 months of this year.
But the target set for this period was 221.1 billion FCFA. This represents a 63.6% achievement rate and a shortfall of 80.4 billion FCFA. Why did the PRES not reach its revenue target in the first half of the year?
In its quarterly budget execution report, the Ministry of Economy, Finance and Planning highlights in particular the underperformance recorded on certain tax and customs measures.
Gambling, the main problem
The taxation of gambling is one of the main reasons for the revenue shortfall. In this area, the government recorded a shortfall of 61.5 billion FCFA compared to its target. Of this amount, 56.4 billion FCFA is attributable to the levy on gambling winnings.
The authorities attribute this poor performance to difficulties in supervising the sector. They announce the implementation of a platform that should improve the monitoring of gambling operators' activities and, consequently, revenue collection.
Losses on mineral exports
The taxation of mineral exports has also not been entirely satisfactory. A shortfall of 13.3 billion FCFA has been recorded in this area.
In this case, the ministry explains the situation by the fact that the measure has not yet been implemented. In other words, the expected revenue has not yet been effectively collected.
Fraud penalizes taxation on phones
The effectiveness of customs measures also remained below expected levels. The ministry cites in particular the measure concerning mobile phones, the implementation of which was hampered by the lack of a platform for registering IMEI numbers.
This situation is believed to have fostered "the development of a fraud network." However, the authority maintains that the implementation of this platform should strengthen controls and, consequently, increase revenue collection.
Mobile money: an added value of 8.4 billion
Conversely, some measures have performed better than expected. This is particularly true of mobile money taxation.
Revenues reached 124.9% of the target, representing a surplus of 8.4 billion FCFA. This performance is largely due to the tax on money transfer transactions, which achieved a collection rate of 128.9%.
However, this performance is greatly put into perspective.
The ministry specifies that it is due in particular to the exceptional receipt of 32 billion FCFA, paid by an electronic money issuing company (EMI) as part of the settlement of its liabilities.
Apart from this one-off payment, this line item, according to the ministry, recorded a shortfall of 23.6 billion FCFA compared to the target. In other words, the "outperformance" does not truly reflect the level of revenue collection; it is partly based on an exceptional and non-recurring revenue.
Six months to reach the target of 762 billion
In total, between poor performance on gambling taxation, mineral exports and certain customs measures, the PRES incurred a shortfall of 80.4 billion FCFA in the first half of the year compared to its half-year target.
The second half of the year will therefore be crucial, particularly with the announced platforms, to convert expected revenue into actual revenue collected. This is essential to reaching the annual target of 762 billion FCFA.
