Motion de censure, DPG, dissolution de l’Assemblée : le Pr. Diomaye veut-il rééditer son «coup» du 12 septembre 2024 ?
The laws of the Republic seem quite clear on this matter. The Prime Minister must deliver his general policy statement (DPG) within three months of taking office. However, the current head of government, who will complete his three months in office on August 25th, has still not done so.
“Prime Minister Al Aminou Lô, appointed on May 25, 2026, will complete his three months at the head of the government without making his general policy statement. A violation of the law,” says parliamentary expert Alioune Souaré.
Indeed, Article 109 of the National Assembly's rules of procedure stipulates that "the general policy statement must be issued no later than three months after the Government takes office." The National Assembly must also be informed at least eight days before the chosen date.
The same article specifies that this declaration is followed by a debate which may, at the request of the Prime Minister, lead to a vote of confidence. "In the event of a vote of confidence, it is granted by an absolute majority of the members of the National Assembly," the text stipulates.
Article 111 of the rules of procedure also stipulates that "the National Assembly may bring about the resignation of the Government by passing a motion of censure." This motion must "bear the signatures of one-tenth of the members of the National Assembly."
Is the presidential camp therefore afraid of a possible motion of no confidence from the majority parliamentary group? This is one of the questions raised in recent days. This situation is reminiscent, in some respects, of the Ousmane Sonko precedent.
As Prime Minister, Ousmane Sonko faced a National Assembly dominated by an opposition capable of mustering the votes needed to bring down his government. Scheduled to present his General Policy Statement (DPG) at the beginning of July, he invoked a legal reason to postpone it: the Assembly's internal regulations had not yet been amended to reflect the reinstatement of the Prime Minister's post.
His general policy statement had finally been scheduled for September 13, 2024. However, the day before, on September 12, 2024, President Bassirou Diomaye Faye dissolved the National Assembly. Ousmane Sonko's general policy statement therefore did not take place before this legislature, and the motion of censure filed against his government became moot.
Could the scenario repeat itself two years later?
