During the press conference held by ministers from the Diourbel-Louga region in Mbacké, the Minister of Urban Planning, Local Authorities, and Territorial Development defended the primacy of the Constitution. He affirmed that the motion of censure is subject to precise rules and cannot be used "any old way."
Kiiraay – The Republican Patriots held a press conference on Monday, November 2, 2026, at 4:00 PM in Mbacké. Ministers from the Diourbel-Louga region provided clarification.
The meeting focused on the political situation and the amended budget law, with all the movement's leaders in the department in attendance. Ministers Moussa Balla Fofana, Alioune Dione, and Idrissa Samb participated in the meeting. They were received by Dr. Abdoulaye Niane, the DER's general delegate.
Moussa Balla Fofana reminded everyone that the Constitution includes procedures, "notably the motion of censure." He clarified, however, that it is "governed by precise rules": it must meet certain conditions and follow a specific procedure. "It cannot be used arbitrarily or repeated indefinitely," he stated, adding that this does not mean that some people can "do whatever they want."
He criticized those who don't understand the situation for wanting to "put on a show, create controversy, and dominate the media." According to him, they want people to buy into their narrative without grasping its underlying principles. He urged citizens to return to their own knowledge and discernment rather than being swayed by the rhetoric of others.
"No one can stop the Republic."
The minister framed his remarks within the context of the Constitution, the document that organizes the three branches of government. The judiciary is responsible for administering justice, the legislature for ensuring respect for the rule of law, and the executive branch for implementing decisions and conducting the affairs of state. He described the President of the Republic as "the keystone of the institutions," the only one whose legitimacy derives from direct universal suffrage across the entire territory.
He argued that if the National Assembly wished to block the budget, the Constitution must be respected and protected. "There must be no blockage," he said, citing the risks of unpaid wages, a stalled economy, and hospitals unable to function. He reminded everyone that the Constitution provides mechanisms to prevent the arbitrary cessation of institutional operations: "No one can stop the Republic."
Moussa Balla Fofana added that even the President can only be prevented from exercising his functions under the conditions stipulated by the Constitution. He cited the example of Macky Sall: when the latter wanted to postpone the elections, it was the Constitution that allowed this decision to be overturned, as judges intervened based on it.
The minister concluded by calling on everyone to understand their role and share of responsibility in the functioning of the state. For him, what matters is "demonstrating competence, working with respect for the truth, and contributing concretely to the well-being of the population."
