« Ne punissez pas le peuple ! » : La ferme mise en garde d'Al Aminou Lo face au blocage du budget rectificatif
In the wake of the bill's rejection in committee, Prime Minister Al Aminou Lo took to the airwaves to denounce a sterile political "obstruction." Brandishing Article 82 of the Constitution, he challenged Pastef MPs to formulate genuine, quantified amendments while raising the specter of a cut in energy subsidies: "Submit your amendments, don't punish the people."
Following the rejection of the 2026 supplementary budget bill in committee, Prime Minister Al Aminou Lo urged Pastef party members to propose concrete amendments rather than blocking the text. He invoked Article 82 of the Constitution and warned of the financial consequences, particularly those related to energy subsidies.
The standoff over the 2026 supplementary budget law continues. Speaking to the press, Prime Minister Al Aminou Lo reacted to the rejection of the bill in committee at the National Assembly, denouncing what he considers an obstruction of government work. "There is, however, a profound difference between obstructing government work and amending the National Assembly," the head of government stated, reminding everyone that members of parliament have a right to amend legislation guaranteed by Article 82 of the Constitution.
The Prime Minister invited parliamentarians to fully exercise this prerogative and to stand by their choices before the Senegalese people. "You want this prerogative, take it and stand by it before your constituents, the Senegalese people," he declared, while reminding them of the constitutional limits governing amendments, particularly regarding the reduction of public resources and the increase of expenses.
For Al Aminou Lo, general criticism of the bill is not enough. He expects the members of parliament to provide specific proposals to correct the text. "We are asking them to formulate amendments. I hope this will be done, and that this will be communicated to the Senegalese people. What do they want? For us to correct the bill without remaining in generalities," he insisted, believing that the lack of concrete proposals is fueling the obstruction.
“Do not punish the people”
Beyond the political standoff, the Prime Minister defended the necessity of this supplementary budget law, presented as a tool for adjusting the current budget in light of economic and financial developments. He reminded everyone that the initial budget had been adopted under the previous administration and that the supplementary law aims to take into account the changes that have occurred since then.
Al Aminou Lo specifically mentioned three major constraints: a decrease in revenue estimated at 340 billion FCFA, additional needs of 540 billion FCFA mainly related to energy subsidies and strengthening the resources of the defense and security forces, as well as the need to contain an already high public deficit.
He warned that the depletion of funds allocated for subsidies could jeopardize their disbursement. "If the subsidies run out, no public accountant is authorized to execute them," he cautioned, emphasizing the risks associated with the lack of budgetary adjustments. "So, submit your amendments, don't punish the people," he urged the MPs opposed to the bill.
The head of government finally framed the debate as a matter of responsibility in budgetary choices and the continuity of the state. For Al Aminou Lo, the issue therefore goes beyond the disagreement between the government and its parliamentary majority: it is, according to him, a matter of preserving the resources necessary for the functioning of the state, protecting the population, and maintaining the reforms already underway, despite the constraints weighing on public finances.
