"Nous vous léguons un département bouillonnant" : Le message de Maïmouna Dièye à sa successeure
At the handover ceremony at the Ministry of Family, Social Action and Solidarity, the outgoing minister, Maïmouna Dièye, presented a detailed report of her work at the head of the department since her appointment on April 5, 2024.
In her speech, Ms. Dièye thanked the President of the Republic, Bassirou Diomaye Faye, as well as the outgoing Prime Minister, Ousmane Sonko, for their confidence.
Addressing the general secretariat, directors, and senior management, the former minister reiterated that this responsibility was a continuation of her long-standing commitment to the most vulnerable segments of Senegalese society. "I have essentially dedicated myself to creating an inclusive, adaptive, effective, and resilient social protection system," she stated.
Among the achievements mentioned, Maïmouna Dièye highlighted three major projects carried out within the framework of social and territorial equity programs, namely Promovilles, the Emergency Program for the Modernization of Border Areas and Territories (PUMA), and the Emergency Community Development Program (PUDC). These interventions have enabled the construction and rehabilitation of health, road, sanitation, and lighting infrastructure in several cities across the country, including the rehabilitation of roads and lighting in Ziguinchor, Louga, Kaffrine, Fatick, and Dakar (the complete reconstruction of the Tali Mame Diarra to Diamaguène section, the rehabilitation of the Rufisque canal, and sanitation works). In addition, there has been the implementation of water systems that have benefited more than 19,000 people, as well as initiatives supporting rural women through the installation of post-harvest equipment, 23 agri-food processing platforms, and 59 community agricultural areas.
In the area of social protection, the outgoing minister reported that the ministry provided assistance to over 42,000 children receiving protection services, while also ensuring the care of hundreds of elderly people, vulnerable children, and disadvantaged youth. She also highlighted the construction and rehabilitation of 69 facilities, including 26 schools, 33 early childhood centers, and 10 public preschools in the regions. Nearly 15,000 households affected by crises also received food assistance.
The minister welcomed the progress made for people living with disabilities, including the provision of assistive devices to 600 beneficiaries, the financial support given to 123 representative organizations of people with disabilities, the issuance of equal opportunity cards, the deployment of 699 agents to strengthen enrollment in universal health coverage, assistance to victims of the electoral period with a sum of 1.028 billion FCFA and the updating of the National Unique Register (RNU) to one million households, in accordance with the directives of the Head of State.
Regarding women's economic empowerment, Maïmouna Dièye indicated that over 8,000 women and girls have benefited from training in crafts, digital skills, and entrepreneurship. Furthermore, 959 women's projects have been funded, and 112 new projects have been launched, totaling 9.7 million FCFA. In addition, 72 judicial and social actors received training on gender-based violence (GBV), 366 institutional and local actors received training on gender-responsive budgeting, and shelters for victims of violence were built.
The outgoing minister also highlighted several legislative and regulatory reforms undertaken during her term. These include the introduction of free dialysis as part of universal health coverage, the establishment of the steering committee for the National Family Security Grant Program, and the ongoing work on the framework law relating to social protection and the law on women's economic empowerment.
Looking ahead, Maïmouna Dièye emphasized the need to finalize several pieces of legislation, notably the law on women's empowerment and the implementing regulations for the law on persons with disabilities. The free cesarean section program, the status of wards of the nation, the revision of certain provisions of the Family Code, and the reform of the National Social Security Office (ONAMS) are also part of the submitted agenda.
At the end of her speech, Maïmouna Dièye thanked all the ministry staff for their commitment to serving the Senegalese people.
Finally, she also offered her congratulations to her successor, Marie Angélique Mame Selbé Diouf. "We are leaving you a vibrant and exciting department, staffed by dedicated, competent, and loyal personnel deeply committed to the values of the Republic. I am confident that, with their support, you will quickly realize the noble ambitions we have for this department," she declared. "I wish you a successful term, Madam Minister," she concluded, assuring them of her availability to support the continuity of the State.
