Ousmane Sonko défend la révision constitutionnelle : « Le processus est le fruit d’un long parcours démocratique »
Concluding the debates on the proposed constitutional amendment, the President of the National Assembly, Ousmane Sonko, revisited the history and legitimacy of the process. Addressing the Senegalese people, he reminded them that this reform is not an isolated initiative, but the culmination of a long political and institutional journey undertaken over a decade ago.
According to him, the commitments incorporated into the reform stem from several major steps: the political commitments made as early as 2014, the various election campaigns of 2017, 2019, 2022, and 2024, as well as the national political dialogue. He emphasized that this dialogue, initiated by the Head of State, led to the development of broadly consensual proposals. These were then drafted into texts by a technical committee composed of legal experts and other specialists, before being finalized and submitted to the relevant authorities.
The Speaker of the Assembly affirmed that "virtually all the provisions" of the reform originate from this consultation process, rejecting the idea of an improvised or imposed text. He also criticized those who question the legitimacy of the process, arguing that the constituent power derived from the law belongs to Parliament and, failing that, to the people through a referendum. In his view, political dialogue cannot be considered a permanent institution, but rather a consultation tool that has already been fully implemented. Institutionally, he defended the coherence of the reform and asserted that no major provision was unrelated to the conclusions of the dialogue and the preparatory work.
Ousmane Sonko also called for the debate to be brought back within the framework of constitutional rules, recalling the role of the Constitutional Council and the limits of its essentially procedural oversight. He finally urged that the purpose of the process not be distorted, arguing that the reform is part of a logic of democratic continuity and institutional strengthening, before calling for respect for the legislative outcome.
