The second extraordinary session of the National Assembly for 2026 has officially opened. The session was attended by 106 members of parliament, easily exceeding the quorum required to hold a sitting. "The Assembly is in the necessary condition to validly deliberate," declared the Speaker of the National Assembly, Ousmane Sonko, before officially opening the session, convened by Decree No. 2026-1530 of August 24, 2026, signed by the President of the Republic.
The sole item on the agenda for this extraordinary session concerns the Prime Minister's General Policy Statement (GPS). The Speaker of the National Assembly clarified, however, that no official notification has yet been sent to Parliament regarding the exact date of this address.
He recalled that, in accordance with the provisions in force, the President of the Republic has the power to propose a date within eight days of the convening of the DPG. "Contrary to usual practice, we have not received any correspondence to this effect from the President of the Republic," he explained.
In the absence of this prior notification, the president of the parliamentary institution considers that the Assembly can legitimately rely on the prerogatives of its internal regulations, in particular its article 22.
This document defines the composition and powers of the Conference of Presidents, which brings together the President and Vice-Presidents of the National Assembly, the committee chairs, the general rapporteur of the Finance Committee, as well as the chairs of parliamentary groups and representatives of non-affiliated members. This body is responsible for setting the timetable for work in committees and in plenary sessions.
According to the president of the upper house of democratic debate, these provisions will serve as the framework for organizing the session devoted to the General Policy Statement. With a single item on the agenda, the extraordinary session will be adjourned immediately after the Prime Minister's address.
The president of the National Assembly insisted on the strict application of the texts to avoid any interpretation likely to fuel unnecessary political friction: "There is no tug-of-war, there is no tension. There is the normal functioning of the institutions," he affirmed.
To support his argument, he invoked the French political experience, recalling the three periods of cohabitation experienced by France (1986-1988, 1993-1995 and 1997-2002) to demonstrate that distinct political majorities do not hinder the continuity of the State in any way.
“I would not want anyone to try to deceive the Senegalese people today by attempting to create a crisis that does not exist,” he concluded, before immediately convening the Conference of Presidents to set the timetable.
