Passe d'armes à l'Assemblée : Le gouvernement récuse le rapport de la Commission des finances sur la LFR 2026
Ministers Cheikh Diba and his colleague in charge of the Budget strongly contested the accuracy of the report submitted by the Finance Committee on the 2026 supplementary budget bill. Denouncing statements wrongly attributed to them, distortions of debates on special funds and energy subsidies, as well as false commitments regarding the transmission of a new memorandum, the Executive branch is demanding immediate corrections before any vote. A heated exchange in the National Assembly: The government rejects the Finance Committee's report on the 2026 supplementary budget bill! This intense exchange illustrates the battle for control of the parliamentary narrative.
The ministers in charge of Finance and the Budget denounce statements wrongly attributed to them, passages that do not reflect the reality of the debates, and commitments they claim never to have made before the National Assembly. Substantial corrections are demanded for several pages of the document, particularly concerning special funds, energy subsidies, parliamentary amendments, and the alleged promise to submit a new memorandum.
Indeed, during Tuesday's plenary session at the National Assembly dedicated to examining the 2026 supplementary budget bill, Cheikh Diba and his colleague in charge of the Budget refused to accept several formulations adopted by the Finance and Budget Control Committee. Before the members of parliament, the representatives of the Executive branch raised a series of strong objections to the report, arguing that the text misrepresented the true content of the discussions held in committee.
Speaking first, the Minister of Finance and Economy, Cheikh Diba, raised three major points of disagreement. The first concerned the hospital projects in Bakel, Saint-Louis, Gour, Ziguinchor, and Kaolack, mentioned on page 12 of the report. According to the Minister, the status of these facilities was never a concern raised by the commissioners during their work. The only issue raised, he specified, concerned the allocation of payment appropriations and commitment authorizations totaling 429 billion CFA francs.
The second point of contention: the management of special funds. Referring to pages 16 and 17, Cheikh Diba formally disputes statements attributed to the commissioners indicating a desire to introduce, in an organic law, a reference to another legislative text to regulate these sensitive financial matters. "These aspects were never discussed," he stated definitively, questioning the accuracy of the transcript.

The third point concerns the issue of amendments. On page 18, the report suggests that the government considered the clarifications provided in its responses to the memorandum to justify the structure of the 2026 Finance Law, rendering any amendment unnecessary. The minister insisted that this wording misrepresents the discussions and reiterated that the government had made no such commitment.
The Ministry of the Budget is calling for a thorough revision of the document
The Minister for the Budget, for his part, listed a series of specific objections. He pointed to errors in attribution, transcription mistakes, and entire passages which, according to him, were never uttered during the committee proceedings.
On page 14, he demands clarification on the initial allocation of 250 billion CFA francs, deploring the fact that the technical explanations provided by the government were improperly attributed to the commissioners. On page 15, he disputes the presentation of the debates on energy subsidies and the targeting of public aid, asserting that the quotations in the report actually came from the government memorandum or his own intervention. Further on, the minister rejects arguments concerning the effectiveness of measures to combat the high cost of living, the allocation of family security grants, and the alleged inadequacy of public policy targeting. He also indicated that he had no recollection of any discussions in committee regarding a possible agreement with the International Monetary Fund (IMF) to facilitate access to concessional financing.
Further targeted corrections were requested by the Executive. On page 18, the Minister of Budget echoed his colleague at the Ministry of Finance in reiterating that the subject of amendments had not been discussed. On page 22, he demanded the correction of the topographical reference related to the Tambacounda-Kédougou railway line. On page 25, he emphasized a significant semantic adjustment concerning the taxation of money transfers and the economic solidarity contribution: the government had decided to propose a modification of this tax, and not simply express a vague willingness to change it.
Finally, on page 26, the minister categorically rejects any mention of a commitment to submit a new memorandum to the National Assembly, asserting that no such promise was ever made to the parliamentarians. At the end of their respective interventions, both members of the government demanded that all of these corrections be incorporated into the final version of the report. This heated dispute highlights, beyond the substantive decisions regarding the 2026 Finance Law, a pitched battle over the accuracy and transparency of parliamentary records.
