Perte automatique du siège en cas de transhumance : L’Apr aussi réclame la réforme
The Alliance for the Republic (APR) seems to be on the same wavelength as MP Amadou Ba of Pastef. In a statement released this Thursday, it denounces what it calls the "poaching of local elected officials (mayors, municipal councilors, departmental councilors and Presidents of Departmental Councils) orchestrated through the establishment of the presidential party."
For her, this operation, which is presented as a simple political realignment, is a profound alteration of the popular will expressed at the ballot box.
“Citizens do not simply elect women and men. They place their trust in a political project, a vision, commitments and a moral contract made with a political party. When the local elected official abandons this affiliation during his term of office, without putting it up for re-election, he clearly distorts the meaning of universal suffrage,” assert Macky Sall’s comrades.
The former ruling party considers that this form of political defection constitutes a breach of the democratic pact which empties the vote of its substance, distorts national and local representation, and transforms the elective mandate into an individual asset freely negotiable according to the interests of the moment.
“Even more serious, when it is organized by the power in place, which vigorously denounced it yesterday, the transhumance becomes an instrument for the artificial creation of political majorities. It does not validate popular support, but strengthens the State’s capacity to attract, seduce or recover elected officials by means of the levers of power,” laments the APR.
Thus, the political party believes that a local elected official who freely chooses to leave the party under whose banner they were elected must, out of respect for their constituents, immediately submit their mandate for their consideration. For them, the elected official's freedom of conscience cannot supersede the citizen's right to have their vote respected.
The APR is therefore calling for a thorough reform of the status of elected officials. "Any voluntary change of political affiliation occurring during a term of office should lead, among other mechanisms and except for independent elected officials, to the automatic vacancy of the seat and the organization of a new election allowing the sovereign people to confirm or reject their choice," it says.
