Pétrole, santé mentale en prison, fonds spéciaux : Pastef accuse le gouvernement de tourner le dos à la transparence
Members of the Pastef parliamentary group held a press conference on Monday, the day after the committee reviewed the items on the agenda for the National Assembly's extraordinary session. Three proposals particularly caught their attention: the presentation of oil contracts to the National Assembly before they are signed, mental health care in prisons, and the regulation of special funds.
According to parliamentarians, the government opposed these three initiatives, while its own amendments were rejected by the committee. This situation reignites the debate on transparency and parliamentary oversight.
The first point of disagreement concerns oil contracts . The proposal put forward by the members of parliament aims to submit these contracts to the National Assembly before their signature by the President of the Republic. The role of the members would not be to approve or reject them, but to review them so that the national representation, and through it public opinion, could be informed of the commitments made by the State. According to the Pastef party members, the government opposed this provision.
The second bill concerns mental health in prisons . Parliamentarians intend to make this issue a fully integrated component of prison health policy. Here again, the bill failed to secure government support during its committee review. The third topic concerns special funds , for which MPs wish to strengthen oversight. The Minister of Justice, Moussa Sarr, reportedly justified the government's opposition by citing the specific nature of these funds.
According to explanations provided by parliamentarians, these funds can be used, in particular, to finance social initiatives, which would necessitate maintaining a degree of discretion in their use. This discretion refers to the principle of "soutoureu ," invoked to justify maintaining a margin of confidentiality in certain interventions.
Speaking to the press, Amadou Ba reacted strongly to these various disagreements. According to the MP, the three issues directly affect commitments that had been made regarding transparency and governance. "There are also the oil contracts. In both cases, the government has decided to turn its back on transparency, both the President of the Republic and the government," he declared. The parliamentarian focused particularly on the issue of special funds. He denounced what he considers to be "media manipulation" surrounding their use.
According to him, the argument that these funds are exclusively intended for social programs is insufficient to address questions about their oversight. "If it's solely for social purposes, the state has institutions for that," he maintained. Amadou Ba also drew a parallel with positions previously held by the current ruling party regarding the management of the former regime. He recalled the criticisms leveled by current leaders against Macky Sall's governance, particularly concerning issues of oversight and transparency.
For the Pastef MPs, the issue therefore goes beyond simple budgetary operations. It concerns how the State intends to manage resources that, by their very nature, escape certain ordinary control procedures. Amadou Ba believes, in particular, that the State's oversight bodies must be able to fully play their role.
He also refers to recent political debates on the use of special funds and the tensions that have marked relations at the highest levels of government. In his argument, the MP thus establishes a link between the promise of a break with the practices of the old regime and the need, in his view, to apply the same transparency requirements to current institutions.
Also speaking, the president of the Pastef parliamentary group, Ayib Daffé , emphasized the work accomplished by the members of parliament since the beginning of the legislative session. He believes that the initiatives examined during this extraordinary session reflect a new dynamic within the National Assembly.
He believes, in particular, that the bills introduced by parliamentarians represent a shift from previous practices. The bill concerning health policy in prisons is, in his view, emblematic of this desire to make the Assembly a true forum for legislative initiative. Ayib Daffé also highlights the work carried out throughout the parliamentary year. He emphasizes that each time a large-scale activity allows the public to witness the work accomplished by the National Assembly, it is a first in this new configuration.
The disagreement that arose in committee could now spill over into the plenary session. The Pastef deputies rejected the amendments presented by the government, while the executive branch opposed several parliamentary proposals. In this context, the possibility of a single vote is being considered for the remainder of the proceedings. This procedure would allow the government to ask the National Assembly to vote on all or part of a text in a single vote, accepting only the amendments it approves.
Beyond the texts themselves, this extraordinary session thus highlights a more institutional question: how far should the control of the National Assembly over the action of the executive go?
For Pastef, these cases represent a test of its promise of a break with the past and transparency. For the government, the constraints inherent in managing certain state affairs justify maintaining some room for maneuver. The debate is expected to continue in parliament.
