Plan Diomaye pour la Casamance : l'historien Mohamed Lamine Manga juge l'enveloppe de 53 milliards « peu ambitieuse »
The 53 billion CFA franc financial package announced under the Diomaye Plan for Casamance falls far short of the expectations of a region scarred by more than four decades of armed conflict. Invited to the "Grand Jury" program this Sunday, September 27, 2026, Mohamed Lamine Manga, a lecturer and researcher at Assane Seck University in Ziguinchor, offered a critical analysis of the public intervention in the south of the country. "Fifty-three billion, we find that this is not at all ambitious for a region marked by more than forty years of conflict, but which nevertheless abounds with potential capable of making a significant contribution to the development of Senegal," he stated.
Beyond the overall amount allocated, the academic emphasizes the quality of public spending and the urgent need for tangible results on the ground, particularly in the villages of origin where the return of formerly displaced populations is beginning. "In terms of basic infrastructure and reconstruction in these liberated areas, the real impact is still slow to materialize," he laments.
The author of the book "Casamance in the Contemporary History of Senegal" calls on the central government to reassess its strategic vision. He argues that injecting financial resources into the South should no longer be seen as a mere recalcitrant budgetary burden, but rather as a productive investment with high national returns. "Investing in Casamance is not throwing money away," he maintains.
Among the identified bottlenecks, isolation in all its forms is paramount. The researcher points to the deterioration of several key roads as well as the recurring disruptions to air service to Ziguinchor and Cap Skirring. Between sudden flight cancellations and high ticket prices, these logistical constraints, he argues, hinder the movement of people and the transport of goods.
In order to break definitively with dependence, the historian advocates an economic policy focused on the skills and natural resources of the region: growth of agribusiness, local processing of local products, sustainable management of forest resources and the beginning of a regional industrial fabric.
As a reminder, on the sidelines of the ceremonies marking the 24th anniversary of the sinking of the ship Le Joola, the Executive announced the upcoming holding of an interministerial council specifically dedicated to the mid-term evaluation of the Diomaye Plan for Casamance.

L'immensité de la reconstruction : Pour une région sinistrée par des décennies de conflit, le coût de la réhabilitation des infrastructures de base (écoles, pistes de productions, structures sanitaires) et le déminage des terres cultivables dépassent de loin ce montant.
Le potentiel économique: Le sud du pays regorge de richesses agricoles, touristiques et artisanales. Un budget de 53 milliards sur deux ans ne permet pas de transformer structurellement l'économie de la Casamance pour en faire un véritable pôle d'émergence.
Bien que l'enveloppe permette de financer des actions d'urgence indispensables, elle reste, reconnaissons-le raisonnablement et objectivement, tout de même modeste pour pallier significativement le retard socio-économique de la Casamance.
Oui cela mérite une revue malgré une conjoncture que tous, nous savons difficile. Dépassons nos clivages et endossons la sincérité dans toutes considérations reliées à notre prospérité inclusive et collective. L’Union fait la force et la désunion affaiblit ce qui est fort.
