Plénière sur la LFR : Ousmane Sonko donne le ton !
At the opening of the plenary session on the 2026 supplementary budget law, Ousmane Sonko took the floor to affirm the complete independence of the legislative branch. Responding to recent threats and insults, he warned that the members of parliament would vote in full sovereignty—to adopt or reject the text—without yielding to any external pressure.
Ousmane Sonko is standing firm in the face of political pressure. At the opening of the plenary session dedicated to examining the 2026 supplementary budget bill, the Speaker of the National Assembly reaffirmed the independence of the legislative branch and warned those who might try to influence the decisions of the members of parliament. In a resolute speech, the head of the parliamentary institution emphasized that the National Assembly is not simply a rubber stamp for the executive branch's decisions. "If some in this country think that the world revolves around a single power, namely the executive branch, they are mistaken," he asserted, stressing the constitutional separation of powers.
“ No one and nothing can stop him.”
The Speaker of the National Assembly also responded to the threats and insults directed at the parliamentary institution in recent days, amid heightened tensions surrounding the budget bill. "On behalf of the National Assembly, I would like to say to all those who have been stirring things up lately, going so far as to issue threats and insults against the institution, that this Assembly will vote calmly and with full awareness. No one and nothing can prevent it," he declared. For Ousmane Sonko, the Constitution clearly defines the responsibilities of the various institutions of the Republic. While the executive branch defines and implements national policy, the legislative branch exercises its prerogatives regarding the adoption of laws, and the judiciary fulfills its mission of administering justice.

Regarding the supplementary budget bill, the Speaker of the National Assembly emphasized the sovereignty of the members of parliament in their final decision. According to him, parliamentarians must be able to vote without external pressure. "Today, we, the members of parliament, will vote freely on this law. If we deem it appropriate, in the supreme interest of Senegal, to adopt it, we will adopt it. If we deem it appropriate to reject it, we will reject it, without any explanation being required," he stated. Ousmane Sonko is placing the examination of the supplementary budget bill under the banner of parliamentary independence, at a time when budget debates are taking place in a particularly tense political climate. The Speaker of the National Assembly also welcomed the growing interest of Senegalese citizens in financial and economic matters, noting that they are now more closely following issues related to public finances. After this clarification, the session continued with the presentation of the report of the Finance and Budgetary Control Committee, a prelude to the debates on the text submitted for the consideration of the deputies.
