Polémique sur la dette dite cachée : Moustapha Ndjeck Sarré assène ses «vérités »
The remarks made by the outgoing President of the Court of Auditors, Mamadou Faye, and Ousmane Sonko's comments on the hidden debt issue during his interview on France24 continue to fuel debate. Amadou Moustapha Ndjeck Sarré, Vice-President of Pastef and former Minister of Vocational Training, expressed his astonishment at the controversy. He offered his response in the text below.
“Ridicule continues to make its way in our country. Looking at the front page of this morning’s newspapers, I couldn’t help but feel dizzy and pity many newsrooms that still don’t understand that they are far behind the level of awareness of the Senegalese people.”
Faced with such a situation, two legitimate questions plague my mind: do they understand the definition of a hidden debt? Do they continue to use maneuvers to perpetuate the system of governance without which they cannot survive?
To address my first concern, I will try to be as simple as possible so that no one is left uninformed. The essential point to understand once and for all is that the budget is the financial instrument that makes the country function. It is both a forecast and a law, passed, of course, by the National Assembly. It contains, on the one hand, revenues derived primarily from taxes and duties, and on the other hand, all the expenditures that the government intends to incur during a given year. As is very often the case, expenditures exceed revenues, and the government, among other solutions, seeks authorization from the legislature to borrow. From that point on, it is only authorized to borrow up to the amount of this authorization. This is how any debt incurred outside the budget law becomes a HIDDEN DEBT!
Upon leaving office, President Macky Sall and his administration announced a debt ratio of 74%. However, by applying the WAEMU recommendation regarding transparency in financial management, the General Inspectorate of Finance and the Court of Auditors, after a thorough audit, found a debt ratio equal to 100% of our GDP.
The legitimate question that any normal person should ask, therefore, is where are the 26 points difference? They have simply been hidden from the people and from financial partners, including the IMF, whose behavior, along with the rating agencies, borders on international financial conspiracy, the sole objective being to prevent our country from being on the path to development without any program with it.
In his interview after being replaced by Mr. Abdoul Magib Guèye, the outgoing President of the Court of Auditors, Mr. Mamadou Faye, reportedly stated that the term "hidden debt" would not appear anywhere in the audit institution's report. He is perfectly correct, since his mission was limited simply to determining the level of our country's debt, not its quality. He should not have limited himself, as he did, to telling the Senegalese people and financial partners the amount of our debt. Therefore, to say that the term "hidden debt" will not be found anywhere in the Court of Auditors' report is simply stating the obvious.
In his appearance on France 24, President Ousmane Sonko, speaking of levers he lacked, was responding to a question about this odious debt, which is part of a hidden debt and over which he had no power to request cancellation. To equate this with backpedaling is blatantly dishonest. Stop wasting your time; this man is characterized by this assertion from the late Serigne Abdoul Ahad, which defined the true GOR: "Waxi démb ak jëfi tay su méngóo rek, gor a ngook!"
My second concern is far more serious than the first. If the goal of our esteemed journalists in these newsrooms is to tarnish Ousmane Sonko's image, they are once again amply demonstrating their inability to learn from their own mistakes and those of their mentor. Indeed, they have consistently concocted conspiracies, ranging from the alleged financing of his 2019 campaign by the oil giant Tullow Oil to his support for the MFDC separatists, not to mention rape and cell phone theft cases. These conspiracies have only served to bolster his image, making him the most popular politician in our country's history.
The only advice I am tempted to give them is to reconsider their approach to opposing this man, whose only fault is wanting to restore his country's sovereignty, justice, and prosperity.
