Politique pénale : le Président Diomaye veut que la détention soit "l'exception"
President Bassirou Diomaye Faye aims to reform Senegal's criminal policy so that imprisonment becomes the exception rather than the rule. To this end, he announced that the Minister of Justice will ensure a more rigorous application of this principle.
“Regarding detention conditions, a vast program is underway. It aims to substantially improve the care of detainees and to further humanize the prison environment. And, in accordance with Senegal’s penal policy, the Minister of Justice will ensure that liberty remains the principle and detention the exception,” the Head of State declared on Friday.
Bassirou Diomaye Faye was speaking at the reception of the 2023, 2024 and 2025 reports of the National Human Rights Commission (CNDH). On this occasion, the president of the institution, Ms. Amsatou Sow Sidibé, presented the main recommendations formulated in these documents.
These include the use of alternatives to imprisonment, such as electronic tagging, community service, and fines. The CNDH also recommends implementing a prison policy that is more respectful of human dignity, in a context where prison overcrowding is a growing concern.
