Prétendues suppressions de projets dans la LFR 2026 : Idrissa Samb démonte « une campagne de désinformation »
In response to the proliferation of images on social media reporting the disappearance of several major projects from the Amending Finance Law (LFR) 2026, the Minister of Labour, Employment and Vocational Training, Idrissa Samb, felt it necessary to provide a categorical clarification.
“Such a statement, completely out of touch with reality, is pure manipulation and a blatant disinformation campaign,” the minister declared. According to Idrissa Samb, a rigorous examination of the official text confirms that “no project has been legally or definitively withdrawn.”
To support this clarification, the government official highlights three technical realities of budget management. Firstly, many major projects still have effective resources: "Many projects have allocated and opened commitment authorizations (CA) and payment appropriations (PA), such as the Southern Agropole (7 billion FCFA), the Central Agropole (2.5 billion FCFA) and several major components of rural electrification (more than 29 billion FCFA accumulated through various funds and donors)."
On the other hand, regarding projects showing zero amounts, such as the Grand Water Transfer (GTE) or the Northern Agropole, Idrissa Samb clarifies that these are simply "external funding not yet activated for 2026," appearing in the budget nomenclature without any scheduled disbursements for that specific fiscal year. Finally, he reiterates the structure of public accounting as a "program-based budget," which groups sub-projects within overall investment lines without listing them individually.
While the executive branch confirms it has made an overall budget adjustment of 555 billion FCFA on investment spending to target slow or non-priority projects, the minister insists on the fundamental difference between financial regulation and abandonment: "A postponement of the schedule or a decrease in cash flow does not in any way constitute the definitive cancellation of the projects concerned."
