Réforme constitutionnelle : Me Mame Adama Guèye veut que la reddition des comptes soit constitutionnalisée pour les élus
Me Mame Adama Guèye argues for the enshrining in the Constitution of the principle "citizens as principals, elected as agents", with an obligation for elected officials to regularly consult citizens and report on the execution of their mandate.
"Being elected does not exempt one from the obligation to consult and report," he said at the press conference organized this Wednesday, August 12, by civil society organizations gathered around Sursaut Citoyen.
Me Mame Adama Guèye also calls on citizens to break free from passivity and to exercise "daily vigilance" over their representatives.
According to him, a political majority in seats does not necessarily reflect a majority of the population. He cites, as an illustration, the figure of 10.71%, which he presents as the proportion of the population corresponding to the votes obtained by the majority party.
"Just because you don't vote doesn't mean you're not a citizen," he insisted.
For the lawyer, constitutional reform must therefore rebalance the relationship between rulers and ruled, making consultation and accountability constitutional obligations, rather than mere political practices.
