Sanctions post-Magal : Pourquoi le syndicaliste Oumar Dramé recadre le ministre Mamadou Lamine Dianté
The coordinator of the Interministerial Collective of Administration Agents of Senegal (CIAAS), Oumar Dramé, reacted firmly to the recent statement by the Minister of Public Service, Mamadou Lamine Dianté, regarding the absences observed in public services in the aftermath of the Grand Magal of Touba.
Speaking on iRadio, the union representative immediately acknowledged the legality of the ministerial initiative in light of current regulations. "Based on the regulations governing the civil service, the minister was practically right," he admitted, recalling that Decree No. 96-677 of August 17, 1996, clearly sets the working hours of state employees. According to him, the administration also has legal mechanisms in place allowing civil servants to request leave or take vacation in accordance with established procedures.
However, the CIAAS coordinator raised serious questions about the method used by the supervisory authority, denouncing a form of "stigmatization." He deplored the fact that the minister's media statement specifically targeted employees of his department, whereas the civil service encompasses all ministries. According to him, the government should instead have issued an official statement reminding everyone of their service obligations as the Magal pilgrimage approaches, thus allowing the various departments to better organize themselves to ensure the continuity of public service. He also believes that this situation was a matter for internal management and did not warrant media attention.
The union representative nevertheless sought to clarify his organization's position, reiterating that it has never encouraged disregard for working hours and that punctuality remains a duty for all public employees. He did, however, urge the authorities to exercise discretion, taking into account the specific context of the Magal pilgrimage, marked by significant traffic disruptions and security measures that delayed many workers who had left Touba very early.
Regarding potential administrative sanctions, Oumar Dramé calls for caution and respect for disciplinary safeguards. He reiterates that the current phase involves analyzing requests for explanations and that many employees have valid reasons to justify their situation.
Beyond this controversy, the president of the CIAAS broadened his remarks to the overall working conditions of public employees, particularly those assigned to the Diamniadio site. He highlighted the difficulties in accessing the administrative complex, the high cost of transportation, and the inadequacy of available means of transport—factors that significantly impact punctuality and productivity.
Finally, Oumar Dramé welcomed the prospect of the upcoming social conference, hoping it would allow for a frank assessment to modernize the administration. He urged moving beyond the sole requirement of physical presence in the office to focus evaluations on a results-oriented culture, particularly through the introduction of new organizational methods such as teleworking.
