Parapublic sector: CAP and ISACI join forces to strengthen internal audit and governance

Secteur parapublic : Le CAP et l’ISACI s’allient pour renforcer l’audit interne et la gouvernance

The improvement of public management and the pursuit of performance remain central to state reforms in Senegal. In line with new national guidelines, the Circle of Public Administrators (CAP) and the Senegalese Institute of Internal Auditors and Controllers (ISACI / IIA Senegal) brought together senior civil servants and leaders from the parapublic sector for a high-level seminar dedicated to internal auditing, governance, and risk management.

The event has established itself as a key step for the modernization of public management, marked by the official signing of a partnership agreement between CAP and ISACI / IIA Senegal.

This strategic alliance aims directly to professionalize deliberative bodies and strengthen the skills of public administrators, to instill a culture of risk management within public and semi-public structures, and to promote disciplined management rooted in contemporary governance standards.

The discussions focused mainly on the recent normative and regulatory framework, in particular the requirements of Law No. 2022-08 of April 19, 2022 and Decree 2025-670 of April 29, 2025 governing the governance of the parapublic sector.

Beyond the legal aspects, the panelists emphasized the need to clearly redefine the strategic role of internal audit. Particular attention was paid to the sharing of responsibilities between the Board of Directors and the Audit Committee, in order to build robust internal control mechanisms capable of anticipating and minimizing management failures.

Leading experts at the service of reform

To carry out these discussions, the meeting brought together several presidents of deliberative bodies as well as a group of recognized experts in the field of public finance and management control.
