Serigne Gueye Diop : « Le président a plusieurs leviers pour mettre fin à ce cirque »
The standoff over the 2026 supplementary budget law goes beyond a simple parliamentary disagreement, according to Serigne Guèye Diop, Minister of Industry and Trade. He sees it as a threat to Senegal's economic activity at a time when the country is facing rising energy costs and seeking to secure international financing. At a press conference held on Monday, October 26, 2026, he strongly denounced the refusal of Pastef party members to support the bill and warned that the Head of State had several options at his disposal.
To justify the need for this budget revision, the minister pointed out that the initial budget had been prepared in a different economic context. "Oil was at $64 a barrel when we made that budget. Now, today, oil is at $110, and it can go up to $120," he explained, also mentioning the repercussions of the conflict in the Middle East on oil and gas transport, particularly through the increase in maritime insurance costs.
According to him, these changes make an adjustment to budget forecasts essential. The revised budget law must therefore take into account new economic constraints and readjust government spending. Serigne Guèye Diop also recalled that the initial 2025 budget had been adopted with its various priorities, including the development of industrial and special economic zones, support for electricity and energy, as well as social and economic aspects.
The minister also warned of the consequences of blocking the supplementary budget law for Senegal's international financial commitments. He specifically mentioned an agreement with the International Monetary Fund (IMF) and the World Bank, which, according to him, involves the mobilization of $2.2 billion. In his view, preventing the adoption of the bill risks jeopardizing the economic and financial momentum sought by the authorities.
But it was primarily on the institutional front that Serigne Guèye Diop raised his voice. While affirming that the government wanted the law passed, he reminded everyone that, in his view, the President of the Republic possessed constitutional prerogatives to address a budgetary impasse. "The President has several levers to effectively put an end to this charade," he declared, while specifying that the authorities did not want it to come to that.
The minister finally called on the members of parliament to act responsibly, accusing their position of risking holding Senegal hostage. "No one can block Senegal," he insisted, in a context where, according to him, the authorities wish to preserve economic stability and pursue the country's development projects.

Le président Diomaye affirmé publiquement qu’il ne va jamais faire du mal à Sonko et espère qu’en retour ce dernier ne va jamais se hasarder à lui faire du mal.

Il monopolisera tout le nécessaire pour manger et boire. Il vous affamera. Puis il exigera que vous apostasiez, que vous reniez votre religion, que vous reniier votre humanité, pour avoir à manger.
