Following the summons of members of the National Assembly for an extraordinary session this Monday, August 10, Babacar Gaye believes that Parliament should not be working "hastily" or "in haste," denouncing a move that, in his view, gives the impression of a political settling of scores. A guest on the Grand Jury program this Sunday, August 9, 2026, the former spokesperson for the Senegalese Democratic Party (PDS) stated on RFM radio that "Senegal doesn't need all this. We can, calmly, try to find the best ways and, in an inclusive manner, discuss how to resolve this issue," he declared, referring in particular to the reforms concerning asset declarations and political funds. Babacar Gaye believes that resorting to an extraordinary session is not justified by the urgency of the situation. He considers that the reform could have been examined during an ordinary session, without any undue haste.
Regarding the revision of Article 37 of the Constitution, which aims in particular to incorporate into the oath of the President of the Republic an obligation to declare assets upon taking office and leaving office, Babacar Gaye says he is not opposed to the principle. Rather, it is "the timing of this project" that concerns him. "The President of the Republic was elected two years ago. He still has three years left in his term. I think that to amend the Constitution to introduce a clause requiring the President to declare his assets upon leaving office, you can wait for an ordinary session because there is no rush," he argues.
In essence, he considers the requirement for the head of state to declare his assets at the end of his term to be "an excellent thing." "Asking the president of the Republic to declare his assets at the end of his term seems to me to be an excellent thing," he states. However, he criticizes the method and the political rhetoric surrounding this reform. According to him, the president of the Republic has never stated that he is opposed to a declaration of assets at the end of his term. "The president of the Republic, to my recollection, has never stated that he is against a declaration of assets if he were to complete his term," he reiterates.
Therefore, Babacar Gaye questions the need to present this reform as a specific requirement imposed on the Head of State. He believes the debate would have been better served by focusing on a more comprehensive reform of transparency. "What would have been, in my view, a more consolidating reform would have been to say yes to all those subject to asset declarations: for the sake of transparency, for greater clarity, and to better inform national and international public opinion, the publication of all asset declarations must be mandated," he suggests.
This publication should, according to him, concern not only the President of the Republic but also the Prime Minister, the President of the National Assembly, and other authorities who manage public funds. "That's where I expected [the members of parliament] to focus their efforts, and not frankly to attack a political opponent," he laments, believing that the reform, as it is currently being presented, gives the impression of a "moral trial."

Cherchez l'erreur.
T'as pas d'association ni mouvement qui te permet...
