« Thiakhane bakhoul ! » : Le coup de colère de Cheikh Diba après le rejet de la LFR
Stung by accusations of budgetary insincerity and amateurism leveled by members of parliament, Finance Minister Cheikh Diba responded vehemently in plenary session. Launching several insults at the opposition, the minister defended the legitimacy of the budgetary adjustments stipulated by the Organic Law on Budget Laws (LOLF), while revealing a significant revenue shortfall at the end of September (173.3 billion collected out of 762 billion expected). Emphasizing his close working relationship with former Prime Minister Ousmane Sonko and the session's chairman, El Hadji Malick Ndiaye, the finance minister dismissed the criticisms of his effectiveness.
The Minister of Finance and Economy, Cheikh Diba, strongly contested the argument of budgetary insincerity brandished by parliamentarians to justify the rejection of the 2026 supplementary budget bill. Unwaveringly defending the government's text, the state's chief financial officer corrected the deputies: "Budgetary sincerity is not a matter of such terms," he asserted from the podium. Invoking the legal mechanisms for adjustment provided for by the Constitution and the organic law relating to finance laws (LOLF), the minister also revealed that 173.3 billion CFA francs had been collected in September, compared to an initial target of 762 billion.

“Enough with the childishness!” the Finance Minister repeated several times, denouncing what he called the opposition’s political posturing. Responding sharply to a parliamentarian’s invective regarding his team’s performance, Cheikh Diba was categorical: “You can say we aren’t working, but your mentor, the former Prime Minister, would never say that, just like El Hadji Malick Ndiaye, who is presiding over the session today. There’s just a small change, but we all know who’s who in this country!”
In a speech punctuated by interruptions and heated exchanges with the opposition benches, the minister sought to refocus the technical debate. According to him, the notion of budgetary sincerity should not be used to reject government action. "The debate in the National Assembly has never been about budgetary sincerity," he declared, recalling the previous supplementary budget laws submitted to the National Assembly during the 2025 fiscal year. To support his argument, Cheikh Diba recounted the classic pattern: the vote on the initial budget law, followed by a first supplementary budget law submitted during the year, and then a second adjustment presented one week before the end of the fiscal year. In his view, these successive adjustments precisely reflect the Executive's commitment to aligning with the actual trajectory of public finances and to providing transparent reporting.
“ Getting back on track”
The minister firmly defended his department's policy of reporting to the National Assembly whenever budget execution deviates from the original projections. "Each time we deviate from the forecasts we agreed upon here, we return to present the necessary revisions to get back on track. That's what budgetary transparency is all about," he asserted. Cheikh Diba believes that financial orthodoxy should not be assessed solely by the arithmetic discrepancies between forecasts and actual results. He reiterated that the Constitution and the Organic Law on Budget Laws (LOLF) provide all the necessary safeguards to regulate execution and hold public management accountable, particularly during the review of the budget settlement law.
173.3 billion recovered versus 762 billion expected
Turning to the figures, the minister revealed the data relating to public revenue. According to his explanation, the amounts collected at the end of September totaled 173.3 billion CFA francs, compared to a projected target of 762 billion.
While publicly acknowledging this substantial discrepancy, Cheikh Diba firmly rejected the diagnosis of a failure in the state's budgetary policy. He dismissed attacks on the competence of his department, refusing to allow the work of the Finance Ministry's managers and technicians to be denigrated for political purposes.

Assane DIOUF, l'insulteur public N°1 , n'a qu'a bien se tenir. 😂
