Tournée agricole à Matam : Dr Cheikhou Oumar Bâ annonce la suppression immédiate de la prime fixe sur les factures et des mesures clés pour…
The Minister of Agriculture, Food Sovereignty and Livestock, Dr. Cheikhou Oumar Bâ, announced on Friday in Matam the elimination, starting Monday, of the fixed premium on Senelec bills for agricultural meters, as well as an emergency distribution of maize seeds for the off-season.
The fourth stage of the national tour to monitor the 2026 agricultural campaign, the visit aims to assess the progress of the rainy season and the constraints faced by producers, he indicated.
“We knew that this year, the rainy season was going to be poor, even very poor in some areas,” the minister stated. “Those who were able to sow on time,” he said, “find themselves in conditions that will certainly allow them to harvest under better conditions. Where there was no water management, the situation was much more difficult.”

For the government, the solution lies in an accelerated shift towards water management and immediate compensatory measures. "All those who wish to grow maize are authorized to express their needs. On the instructions of the President of the Republic, we have decided, starting next week, to provide them with seeds for an off-season that will compensate for the losses," he stated.
On energy, the minister indicated that an agreement had been reached with SENELEC following a meeting in Podor, which ended at 2 a.m.
"From Monday, it is assured that there will no longer be a fixed premium on invoices," he announced, believing that this charge was hindering producers' access to credit.
He also confirmed the removal of the 18% VAT on imported agricultural equipment, formalized with the Ministry of Finance, and the upcoming distribution of 500 mini-tractors and 500 motorized cultivators acquired by the State, of which Matam will benefit.
Dr. Bâ also announced the strengthening of the National Company for the Development and Exploitation of Lands in the Senegal River Delta and the Senegal and Falémé River Valleys (SAED), improved coordination among the governor, prefects, and sub-prefects, and the mobilization of the private sector to structure value chains. He noted that ongoing programs in the region are financed by loans granted by the State.
Regarding risk coverage, he mentioned a budget of 1.5 billion mobilized via the National Agricultural Insurance Company of Senegal (CNAAS) and the Agricultural Bank (LBA) to compensate insured producers.
The minister visited the Thilogne integrated farm and the region's rice paddies on Friday. A regional development committee meeting is scheduled for Saturday at the Matam governor's office, with representatives from producer organizations.
