Travail parlementaire : Ousmane Sonko pointe les manques dans l'initiative législative et le contrôle du gouvernement
Speaking in an interview with the media, Ousmane Sonko explains why the National Assembly is now at the heart of current events, notably revisiting the shortcomings he says he has observed during the first two years of the legislature.
The Speaker of the National Assembly recalls that his initial wish was to join the parliamentary institution, but that discussions within Pastef ultimately led to him remaining at the Prime Minister's office. At that time, Malick Ndiaye was leading the National Assembly, where, according to Sonko, he "did a tremendous amount of work."
Even when he was Prime Minister, Ousmane Sonko claims to have called on the majority's MPs to fully play their role. "I didn't wait until I was in the National Assembly to tell the Pastef majority: you are elected representatives of the people. If the Executive is dragging its feet, you must be vigilant," he explains.
Having since returned to the National Assembly, he believes that certain parliamentary duties were not sufficiently carried out during the first two years. He cites in particular the absence of a parliamentary inquiry committee and a lack of initiative in the legislative process. "The Assembly has been in session for two years and hasn't initiated a parliamentary inquiry committee. In terms of legislative initiative, it was lagging behind," he observes.
Ousmane Sonko also laments a tendency among MPs to wait for initiatives from the Executive. To illustrate this situation, he compares the functioning of the Senegalese Parliament to that of France where, according to him, "70% of initiatives originate from MPs."
He also points to another shortcoming: the oversight of government action. "There was also a shortcoming in the oversight of government action. That's a problem," he believes.
For the Speaker of the National Assembly, it is precisely in these different areas that the institution must now strengthen itself. "This is what we are currently working on, and it puts the Assembly at the heart of current events," concludes Ousmane Sonko.
