Un civil à la tête des Forces armées : "Senghor et Dia l'avaient fait avant Diomaye"
Invited to speak on Seneweb , Minister Yankhoba Diémé addressed several major issues related to defense, youth, and diplomacy, while defending President Bassirou Diomaye Faye's decision to entrust the Ministry of the Armed Forces to a civilian. According to him, this decision is fully in line with the country's institutional tradition: " Of the 23 ministers who have held this position, only two were military officers. Léopold Sédar Senghor did so, as did Mamadou Dia. It's a highly sensitive position that is entrusted only to a person of great confidence; it requires specific qualities ," he stated.
Yankhoba Diémé reiterated that the Head of State remains the sole guarantor of defense policy: “ We share the same framework, Senegal 2050, and it is the President who defines public policies. When it comes to the army, we do not publicly discuss security strategies. ”
The minister then highlighted the "Army-Nation" concept, praising the concrete actions of the Level 2 field hospital. He emphasized that this facility provides free specialized care in areas with limited healthcare coverage: " Medical deserts must benefit from this hospital. In Medina Yoro Foula, more than 11,000 people have been treated, nearly 12,000 in Goudomp, not to mention Richard-Toll. All specialties are offered free of charge to the population," he stated. He also paid tribute to the discretion of the military, citing their recurring blood donation drives, before adding that " the pedagogy and rigor of military training should serve as inspiration for our education system. "
Addressing the challenges facing youth and social media, Yankhoba Diémé called for a real awakening of awareness: “ Many young people want to become influencers. They need to understand that, on social media, you are either an actor or a victim. The observation is stark, but we must support them so that they use it responsibly. ”
Finally, the minister welcomed Senegal's renewed diplomatic influence. He praised the leading role of President Bassirou Diomaye Faye, the appointment of General Birame Diop to a strategic position within ECOWAS, and the mediation efforts undertaken by the country in Guinea-Bissau: " Senegal has historical relations with Guinea-Bissau. As for Cheikh Niang, he is a seasoned diplomat who played a decisive role. None of this was easy, but it is a great success for our diplomacy ," concluded Yankhoba Diémé.

Le civil comme chef des militaires c'est un symbole pour montrer que quel que soit le grade du militaire c'est à un civil qu'il doit obéir.
