500 millions pour les JOJ : « Il faut savoir d’où vient l’argent », alerte Moundiaye Cissé
The 500 million CFA francs announced by the Senegal Solidarity Foundation for the purchase of tickets intended primarily for children and certain associations continue to spark debate. Invited on the program "En Vérité" on Radio Senegal, Moundiaye Cissé, executive director of the NGO 3D, refuses to see this operation as a matter of principle. For him, the real issue lies elsewhere: in the origin of the funds, compliance with regulations, and the traceability of the money.
The 500 million CFA francs announced for the Dakar 2026 Youth Olympic Games are not, in themselves, an anomaly in the eyes of Moundiaye Cissé. But the executive director of the NGO 3D sets a clear condition: "There is no problem if the regulations allow it."
The governance expert commented on the controversy arising from the announcement by the Senegal Solidarity Foundation that it would finance the purchase of tickets to allow children and certain associations to attend the Youth Olympic Games competitions.
For Moundiaye Cissé, the debate should therefore not focus solely on the announced amount. The real question is where this money comes from, on what basis it is being raised, and how it will be managed.
"The origin of the funds and the methods of their management" must, according to him, be clearly established. This requirement is all the more important given that it involves a sum of 500 million CFA francs.
The head of the NGO 3D believes, however, that allowing children and segments of the population with limited means to participate in the Youth Olympic Games is perfectly justifiable. In this context, a foundation's financial contribution to the success of such a large-scale event would not, in itself, be incompatible with its mission.
Moundiaye Cissé points out that foundations can intervene in social and humanitarian fields, as well as in certain emergency situations. Therefore, a contribution to the Youth Olympic Games could be considered, provided it falls within the framework established by the foundation's bylaws.
In his view, the public announcement of the funding constitutes a first step towards transparency. But it is not enough on its own to answer all the questions.
"Who is funding it? For what purpose? On what legal basis? And with what guarantees of traceability?" This is, in essence, the heart of the questioning raised by the executive director of the NGO 3D.
For Moundiaye Cissé, the issue is neither to condemn the initiative on principle, nor to ignore the questions it raises. Transparency must primarily allow for tracing the 500 million CFA francs, from their origin to their use.
Beyond the controversy, the question of the governance of these funds is thus at the center of the debate.
