LFR : El Malick Ndiaye dénonce « un ajustement structurel déguisé » et refuse de cautionner le projet
The Vice-President of the National Assembly, El Malick Ndiaye, is protesting against the cuts made to several key state projects. Denouncing a budget that resembles a structural adjustment program, he warns that members of parliament do not intend to risk their responsibility by voting on measures that could jeopardize essential investments for the population.
“When we received this law, we realized it looked more like a structural adjustment.” This is how El Malick Ndiaye expressed his reservations about the government’s budgetary choices within the framework of the Amending Finance Bill (PLFR-2026).
According to the Vice-President of the National Assembly, the proposed restrictions risk dealing a serious blow to social investments, particularly in the education, health and access to drinking water sectors.
For him, immediate profitability should not be the sole criterion for evaluating a public investment. "Building a school does not generate income immediately, but it will be beneficial in the future. Health centers do not provide profits, but they allow the population to be cared for so that they are active and able to work," he explained.
To illustrate his concerns, El Malick Ndiaye cites in particular the water supply project intended to connect Lake Guiers to Touba, then Dakar, whose budget has reportedly been cut by 50 billion CFA francs.
He also mentions budget cuts affecting the Integrated Flood Management Project, as well as programs dedicated to education and the future of young people. He considers these choices difficult to reconcile with the commitments made to the local population.
The parliamentarian clarified, however, that the reservations expressed were in no way a desire for systematic obstruction: "We did not reject just for the sake of rejecting. When we discussed with the government, we made proposals to them," he maintained.
According to him, other alternative mechanisms have been suggested to allow the government to make the necessary adjustments without compromising the execution of priority projects.
"We are not going to assume responsibility."
Beyond the budget cuts, El Malick Ndiaye also reports numerous irregularities noted during the examination of the document.
"There are many irregularities that we would never have discovered if we had not searched thoroughly," he said, adding that the explanations provided by the government have not addressed all concerns.
Faced with this situation, the vice-president of the National Assembly is taking a firm stance and holding the executive branch accountable.
“We are not going to put ourselves on the line by voting for this. We have proposed other mechanisms. We will not vote for projects that have no benefit for the population. If they use other mechanisms, let them take responsibility for them themselves,” he warned.
