Faced with the major challenges of employability and professional integration in Senegal, the Minister of Employment, Vocational and Technical Training, Idrissa Samb, outlined his department's roadmap during a press conference held between the government and the press. He highlighted the new National Employment Policy (NEP), the synergy with the private sector, and the search for concrete solutions for the 32 participants in the School-to-Work Training Program (PF2E). The government's stated objective is to make employment a central driver of social stability and economic development.
National employment policy : aligning training with market needs
For Idrissa Samb, social stability cannot rely solely on preserving existing gains, but requires an economic dynamic capable of generating sustainable opportunities. It is with this in mind that the new National Employment Policy was adopted, a framework designed to strengthen employability and ensure a close match between training programs and the real needs of businesses.
In this strategy, the private sector plays a leading role through the National State-Employer Convention (CNEE), known as "Andu Yomba Lëkkalë" and signed on April 23, 2026. According to the Minister's report, 211 companies have already joined this program, benefiting 4,132 people, including 3,140 trainees and apprentices. Structured around six key areas—including support for MSMEs, the promotion of entrepreneurship, and access to first jobs—this convention aims to stimulate private sector participation in the training and integration of young people.
Case of the 32 PF2E agents: reintegration options under consideration
Sensitive to the social climate, Idrissa Samb directly addressed the case of the 32 employees of the School-Business Training Program (PF2E). The minister assured them that their situation was being rigorously examined in strict compliance with the legal framework and labor legislation.
Recalling that he had held several meetings with employee representatives last July and September, the minister indicated that consultations are ongoing to identify viable solutions, including proposals for reintegration through tailored contracts. Prioritizing dialogue, Idrissa Samb reaffirmed the government's commitment to placing employment, training, and the peaceful resolution of social issues at the heart of national priorities.
