Affaire des terres de Ndiassane : tensions, accusations et menaces de procès contre l’État

In an interview with the newspaper Les Échos, Pape Birame Diallo, grandson of Cheikh Bou Mouhamed Kounta, denounces an attempted land grab targeting the heritage of the Ndiassane religious family in Thiaoune Bambara Kounta. He states that "the governor granted this site to our grandfather for agricultural use back in 1902" and adds that "there are administrative documents that clearly attest that it is the family's inheritance," noting that the estate, demarcated in 1986, covers more than 1,898 hectares.

The dispute with the municipality of Chérif Lô reportedly escalated in 2021 during an attempt to lay the foundation stone for an extension to a religious complex and a university. The spokesperson recounted: “We found armed youths on site, accompanied by the mayor of Chérif Lô, who had come to oppose the groundbreaking, claiming the site belonged to the municipality.” Following this incident, the administrative authorities and the DSCOS (Directorate of Construction and Urban Planning) ordered the work to be halted and the boundary markers removed.

The situation escalated when the mayor invoked a subdivision permit issued in 2022 by the former Minister of Urban Planning, Abdoulaye Saydou Sow, to sell plots of land to developers. The family is contesting this decision, which "will be challenged in court, starting in July, to have it overturned."

Faced with rumors of the resumption of boundary demarcation operations, the family states that it sent two unanswered letters to President Bassirou Diomaye Faye requesting his intervention to "secure the family's land and assets." They have now announced legal action, with the approval of the Caliph General: "We have already hired a lawyer who is preparing the proceedings." According to them, this action also aims to hold the State accountable: "We will involve the State in the case since the State's responsibility is at stake, and therefore the State Legal Agent [AJE] will be called upon to answer before the courts."
