The "One Student, One Computer" (Sama PC) project continues to generate reactions. Following recent hearings at the National Assembly regarding the management of this program, the Association of Inventory Accountants of Senegal (ACOMAS) has taken a stand. The professional organization is calling for stronger safeguards to protect the agents responsible for managing public assets.

In a press release signed by its National Executive Bureau, ACOMAS said it had followed with "deep reflection" the revelations made before the national representation, in particular the pressures that were allegedly exerted on certain Materials Accountants to sign Delivery Notes (DLs) without actual receipt of the computer equipment.
A warning against pressure
For ACOMAS, these facts, as reported, directly raise the question of the professional responsibility of the Materials Accountants and their role in protecting the State's assets.
Faced with these governance concerns, the organization reiterated a fundamental principle: "The Accountant of Materials is not a mere executor nor a registration chamber. He is an essential actor in the security, traceability and good management of public assets," the press release emphasizes.
She also emphasizes that the Inventory Accountant's signature is binding and should only be affixed after the necessary checks, particularly regarding the existence, quantity, and quality of the goods received.
In the context of large-scale public projects, the organization indicated that no administrative, political or scheduling pressure could justify the signing of a Delivery Note without actual receipt and rigorous control of the equipment.
A solemn call for vigilance
ACOMAS, for this purpose, has launched a solemn appeal to all Materials Accountants in Senegal to remain vigilant, committed to professional rules and the integrity of their function.
The association emphasizes that no scheduling imperative or hierarchical pressure should compromise their responsibility and professional integrity.
Beyond the specific case of "Sama PC", ACOMAS advocates for strengthening the functional independence of Materials Accountants.
For the organization, this independence is an important condition for ensuring transparent and responsible management of public assets.
According to the organization, the "Sama PC" case should allow us to draw necessary lessons and improve governance, control and transparency mechanisms in the management of state assets.
ACOMAS affirms that it will remain "standing, active, and vigilant" alongside the Asset Accountants of Senegal. The organization reiterated that transparency and sound management of public assets are not optional, but fundamental requirements serving the public interest.
