Biram Sène, Directeur des élections : « Le respect de la parité n’est pas négociable »
With the upcoming elections (local and legislative in the event of the Assembly's dissolution) fast approaching, the administration responsible for organizing the polls is taking a firmer stance regarding the compilation of candidate lists. Speaking on the regulatory framework, the Director of Elections, Biram Sène, was unequivocal. "Respect for gender parity is non-negotiable," he declared firmly on Monday, October 19, during a forum on "Women's and Youth Political Leadership" organized by the Alliance for Migration, Leadership and Development (AMLD), headed by former minister Ndioro Ndiaye, under the auspices of the International Organisation of the Francophonie (OIF).
According to the Director General of the General Secretariat, Mr. Sène, despite the implementation of the parity law in 2010, obstacles to women's political representation persist. "It is true that Senegal is ahead of many African countries, particularly with regard to the parity law. However, much remains to be done to improve women's representation. Not only does the applicability of this law pose a number of problems in certain local authorities, especially during the formation of municipal or departmental councils, but another problem is that women are underrepresented in some political parties," he noted, emphasizing that several municipal councils have been dissolved by judges following appeals for non-compliance with parity requirements, except in Touba.
Regarding the case of the holy city where no woman appears on the Caliph's single list, the Director of Elections points out that the judicial authorities have never been called upon to rule on this particular case because, to date, no appeal has been filed by political actors. Consequently, the electoral judge cannot rule in the absence of a duly substantiated appeal.
Obstacles to overcome for better representation of women
Faced with the main obstacles to women's representation in the political sphere, which revolve around a lack of training, unequal access to political funding, and certain stereotypes, AMLD and the OIF intend to strengthen women's skills. This will be achieved through the launch of a practical guide and the upcoming development of a Francophone barometer on political inclusion.
Two tools which, according to their initiators, will strengthen the capacities of women but also of all actors in the electoral process.

Aucun autre pays dans le monde applique la parité. Il faut abroger cette loi.
C'est de la démagogie.
Le Sénégal n'est en avance sur aucun autre pays grâce à la parité.
