Power cuts: CCR accuses the government and demands accountability

Coupures d’électricité : la CCR charge le gouvernement et réclame des comptes

Controversy is growing over the power cuts that have disrupted the daily lives of Senegalese people for several weeks. In a statement dated September 22, 2026, the Convergence of Republican Executives (CCR) criticizes the management of the energy sector by the new authorities and demands explanations regarding the current situation at Senelec.

For the CCR, the disruptions in electricity supply reflect a problem with the management of the generation fleet. The organization believes that the state is facing difficulties in financing, maintaining equipment, and securing fuel supplies.

These difficulties had been mentioned the previous day by the Director General of Senelec, Papa Toby Gaye, during his appearance on RTS. The head of the national electricity company explained the outages by citing several factors, including technical incidents on major equipment, a sharp increase in demand, logistical difficulties in fuel delivery, and cash flow problems. He also announced a gradual return to normal by the end of the week.

In its statement, the CCR nevertheless considers the explanations provided by the CEO of Senelec to be insufficient. It particularly regrets the lack, in its view, of precise data on the rate of mobilization of production capacity, the extent of the financial difficulties, and the measures envisaged to address them.

The organization is therefore demanding answers from the government regarding Senelec's current production capacity and its financial situation.

The CCR also calls on the authorities regarding the causes of the fuel supply difficulties and the measures taken to ensure the long-term continuity of service.

To support its argument, the CCR compares the current situation to the performance it attributes to the period preceding the 2024 change of government.

She states that in 2024, Senelec's electricity production reached 7,465.86 GWh, compared to 2,800 GWh in 2012, representing an increase of over 160%. She also highlights the rise of renewable energies, particularly solar, wind, and hydropower.

The CCR specifically mentions the Taïba Ndiaye wind farm, with a capacity of 158.7 MW, as well as several solar power plants and the Gouina hydroelectric plant. It also mentions the Malicounda dual-fuel power plant, with a capacity of 120 MW.

According to the CCR, these investments had helped to diversify and strengthen the national electricity generation fleet.

Through this press release, the Convergence of Republican Executives considers that the current difficulties raise a broader question of governance of the energy sector.

The organization is therefore asking the government to shed full light on the situation of the production facilities, the finances of Senelec and the supply difficulties.

For its part, Senelec assures that it is working on the gradual restoration of service. According to its CEO, two pieces of equipment affected by technical incidents should be back in operation, allowing for an improvement in the situation by the end of the week.
