“It is with deep concern, profound shock, and immense sadness that we follow the unprecedented wave of brutal crimes that Senegal has experienced recently. These cold-blooded crimes offend human consciences and blatantly violate the values of Senegalese society, which is naturally peaceful.” This statement comes from the Jama'atou Ibadou Rahmane (JIR), which is issuing an urgent appeal for the preservation of social peace and national security in Senegal.
In this regard, the organization expresses its deep sorrow for successive tragedies such as the cowardly assassination of Fatoumata Makhtar Ndiaye, a former member of the Economic, Social and Environmental Council, and that of another woman killed in Tambacounda. It also recalls the recent and painful tragedy of the young girl killed in Tivaouane on the grounds of witchcraft and charlatanism. To these tragedies must be added "those that occurred during the political events between 2021 and 2024, as well as those of other innocent victims, sometimes found at their workplaces or killed in settling of scores."
Faced with this “clear drift that threatens social stability,” the JIR condemns these “criminal acts” in the strongest possible terms and reaffirms its absolute rejection of all forms of violence and any violation of the inalienable right to life. It warns against the “proliferation of obscurantist ideologies and exogenous practices, particularly homicides linked to ritual practices, which constitute a direct threat to public safety and social stability.” At the same time, it expresses its complete solidarity with the bereaved families and shares in the grief that these “crimes have caused to the entire Senegalese people.”
In the same vein, the JIR calls upon the Head of State to ensure that the Government and judicial authorities take the necessary measures. It first advocates for "the rigorous application of the law through the adoption of maximum criminal penalties with the required deterrent effect against the perpetrators of the aforementioned offenses, in accordance with the provisions of our Penal Code." It also emphasizes the importance of raising public awareness about the harmful effects of these practices on the Muslim faith.
The organization also calls for "the strengthening of the security network, in particular by intensifying the presence of law enforcement in urban areas and inland regions, in order to guarantee the protection of people, especially vulnerable populations such as women and children."
Finally, it demands "the repression of charlatanism, through the initiation of systematic legal proceedings against members of networks of occult practices and their accomplices, in order to dismantle all of their criminal associations."
A call to the vital forces of the Nation
Considering that the fight against this scourge cannot be the sole responsibility of the Government and public authorities, but rather stems from a civic imperative and ethical awareness, the JIR (Journal of Islamic Research) is issuing an urgent appeal to the Caliphs General and other religious authorities. It asks them to instruct imams, preachers, and religious leaders to dedicate Friday sermons and religious services to the sanctity of human life, the moral suppression of charlatanism, and the promotion of tolerance.
A similar appeal is being made to leaders of human rights organizations and civil society to intensify awareness-raising efforts, ensure legal and psychological support for victims' families, and actively advocate for stronger legislation and regulations. Social leaders and prominent figures are urged to contribute to revitalizing the values of Teranga (hospitality) and to exercise civic vigilance by reporting any suspicious activity to the authorities.
The Jama'atou Ibadou Rahmane urges all segments of society to unite and cooperate closely to eradicate this "exogenous crime that is developing before our very eyes." It further reminds everyone that "preserving public safety, public order, and stability in Senegal is a collective obligation that we must absolutely fulfill. It is our duty not to allow barbarity and obscurantism to undermine public peace and the security of our nation."
The organization concludes by emphasizing that "preserving security, order, and stability in Senegal is a sacred trust that rests on all of us, and it is our duty not to allow savagery and ignorance to deprive the children of our beloved country of the peace, tranquility, and security to which they are entitled."
