Hundreds of fake Customs certificates seized: A fraudulent business dismantled by the Grand-Yoff police

Des centaines de faux certificats de la Douane saisis : Un business frauduleux démantelé par la police de Grand-Yoff

A routine visit to the police station to settle a dispute over a two-wheeler led to the discovery of a vast workshop for falsifying customs documents. The investigation, conducted by officers from the Grand-Yoff district police station, uncovered an organized network operating between Dakar and several locations in the interior of the country, according to Seneweb sources.

The case began on Wednesday, October 14, 2026, when Mr. M. ANNE went to the Grand-Yoff district police station. He was acting in accordance with complaint letter number 8366, in order to hand over a motorcycle to Mr. CAK NDIAYE. This action was part of an amicable agreement intended to resolve a prior dispute concerning a two-wheeled vehicle.

Before finalizing the agreement, the police conducted a thorough technical inspection of the motorcycle presented. During the checks, investigators noted that the chassis number engraved on the frame showed obvious signs of tampering. Furthermore, the vehicle's registration documents were clearly falsified.

When questioned about the origin of the motorcycle and its registration documents, Mr. Anne explained to the police that he had purchased the Jakarta brand motorcycle from a man named Amala, who had given him the relevant documents the day after the transaction. The suspect claimed he was completely unaware that the documents were counterfeit and that the motorcycle had a suspicious origin.

Following these revelations, police arrested C. Amala Cissokho, 43 years old. A delivery driver residing in the Grand-Yoff housing project, the suspect initially gave his name before confessing during questioning. He admitted to providing a false certificate of release for consumption to M. Anne. He then revealed that this falsified document had been created for him by the manager of a general store located in the Derklé-Dieuppeul neighborhood, in exchange for a payment of 30,000 CFA francs.

Accompanied by the delivery driver, the investigators immediately went to the Derklé-Dieuppeul neighborhood. There, the officers discovered that the multi-service establishment was actually a front for a counterfeiting operation. The manager identified himself as K. SANA, a 52-year-old computer technician residing in the Khar Yalla neighborhood.

The search of the business premises uncovered hundreds of counterfeit import certificates bearing the official letterhead of Senegalese Customs. The computer technician was creating these administrative documents to legalize motorcycles, most of which were of illicit origin. A detailed analysis of his computer equipment confirmed the extent of his fraudulent activities, and his equipment was immediately seized and impounded.

Analysis of the main suspect's mobile phone revealed numerous WhatsApp conversations with various contacts. These contacts were located in the Dieuppeul, Keur Massar, and Keur Mbaye Fall areas, as well as in the Maristes neighborhood and surrounding areas. His accomplices directly provided him with the motorcycle chassis numbers along with a copy of the applicants' national identity cards. For a fee of 30,000 CFA francs per document, K. Sana produced a false certificate, allowing him to reinstate questionable vehicles and circumvent traffic enforcement.

Faced with all this evidence, K. SANA fully confessed to the investigators. He claimed to have been engaging in this fraudulent activity for over two years with the intention of helping sellers and mechanics obtain legal status for motorcycles. To support his confession, he provided a complete technical demonstration of the mechanism he used on his computer to falsify customs documents.

The two suspects, C. Amala Cissokho and K. Sana, were taken into custody for forgery and use of forged official documents, counterfeiting of state seals, and complicity. The judicial investigation continues under the direction of the Public Prosecutor to identify, locate, and apprehend all co-perpetrators and accomplices involved in this forgery ring.
