Détournement au ministère de la Santé : le préjudice grimpe à plus de 390 millions F CFA , de nouvelles arrestations
The case of the embezzlement of internship allowances for seventh-year medical students has taken a new turn. While two officials from the Ministry of Health were initially targeted, the Criminal Investigation Division (DIC) has made five new arrests, bringing the number of people brought before the prosecutor to seven, Libération reports. Among them are a security guard, two shopkeepers, a driver, and an IT specialist.
The investigation shed light on the flow of funds. In total, the newspaper reports, 12 phone numbers belonging to individuals who were not students were identified in the payment records. Several of these individuals admitted to receiving the allowances via Orange Money, withdrawing the funds, and then transferring them to one of the two executives.
The hearings also allowed for a more precise calculation of certain sums. Pape Abdourahmane D. admitted to personally receiving 81.488 million CFA francs and to having channeled other payments through the phone numbers of his wife, nephew, cousin, and a friend, for a total he estimates at 138.369 million. He maintains, however, that he does not know two other beneficiaries mentioned in the case file.
Part of the funds also allegedly passed through members of the "And Défar Grand-Dakar" movement, of which Alioune S. is the president. Two of its members, Mame Bounama M. and Al Hassane S., admitted to receiving 6 million and 6.72 million respectively via Orange Money before handing the funds over to Alioune S. The latter, for his part, admitted to having unduly benefited from 34.8 million, an amount he later increased to 36.24 million during a subsequent hearing.
The investigation has finally revealed a significant discrepancy between the initial estimates and the final amount. While the preliminary report assessed the losses at 178.689 million, the final report puts them at 390.233 million. Pape Abdourahmane D. disputes this reassessment and only acknowledges the 138.369 million he admits to having transferred. Alioune S., for his part, now values his own share at 36.24 million, Libération reports. A wealth investigation was also conducted to determine the assets of the two executives.
