In Kaolack, dozens of primary schools are without running water. According to Le Quotidien, the outages stem from a financial dispute between Sen'Eau and the city council. The company is demanding 600 million CFA francs in unpaid bills from the municipality, while the latter is countering with claims of taxes and fees it believes are owed, totaling nearly 6 billion CFA francs, including a contested tax on "underground piping."
According to the same source, Sen'Eau, through a bailiff, sent a check for 26,240,000 CFA francs to the municipal tax collector of Kaolack for "the settlement of municipal taxes and fees duly established and legally due against Sen'Eau for the fiscal years 2023 to 2026." The company, however, formally contests the tax on underground piping.
According to the mayor of Kaolack, quoted by the newspaper of the Avenir Communication Group, Sen'Eau officials have decided to cut off water to several schools, particularly primary schools. Serigne Mboup considers this situation all the more scandalous as it comes at the start of the school year, while the country is experiencing intense heat.
The mayor also denounces differential treatment. He claims that disconnection vouchers had been sent, at the same time, to secondary schools as well as to the religious city of Medina Baye, but that "the disconnection vouchers were never executed" in these cases.

Faced with this situation, and "to provide primary schools with the water that Sen'Eau is withholding, the mayor has become a well-digger." Serigne Mboup has urgently commissioned the drilling of boreholes in some schoolyards to allow students to access water. The municipality assures that it is conducting daily checks to "guarantee the quality of the water thus drawn."
The newspaper deplores a step backwards and is outraged that in the 21st century, children are still forced "to resort to wells to get water."
