Effondrement d’un immeuble R+5 à Thiès : «Le bâtiment disposait d’une autorisation de surélévation limitée au niveau R+3» (ministère)
"The preliminary report on the collapse of a building under construction in the Sud Stade district of Thiès on October 27, 2026, indicates that three people were buried: two were pulled alive and taken to a medical facility; one died." This information comes from the Ministry of Urban Planning, Local Authorities, and Territorial Development.
According to the ministry of Balla Moussa Fofana, "it appears from the examination of the administrative file that the building had an authorization for an extension limited to the R+3 level. During an inspection carried out on June 9, 2026, the Regional Urban Planning Division noted that the work had been extended to the R+5 level, i.e. two levels built without authorization. A stop-work order was then posted on the building."
According to the statement, "the causes of the collapse have not been established at this stage. They will be determined by a technical assessment focusing in particular on the structure of the building, the load-bearing capacity of the foundations and load-bearing elements in relation to the added levels, the quality of the materials and the conditions of execution."
In conjunction with the relevant administrative authority, the local community, and the appropriate technical services, the Ministry of Urban Planning is committed to ensuring the site's security, conducting the necessary inspections, and establishing accountability through the appropriate bodies. It assures that inspections will be stepped up on ongoing construction sites and on buildings showing signs of deterioration or instability.
The ministry reminds that all construction must be carried out in accordance with the authorization issued, the approved plans and the applicable technical construction standards and that any addition of levels is subject to authorization, after verification of the capacity of the existing structure.
It is emphasized that project owners, developers, architects, design offices and companies are required to strictly comply with these requirements, under penalty of sanctions provided for by the regulations.
The ministry invites the public to report to the urban planning services or the local administrative authority any construction site or building that may present a risk to the safety of people and property.
