Arrested by the Criminal Investigation Division (DIC) and brought before the prosecutor on Friday, businesswoman Khady Diagne is the subject of two complaints for alleged real estate fraud, forgery, and use of forged documents. Libération estimates the total damages at 73.59 million CFA francs. Two alleged victims are involved: P. Diallo, who is claiming an outstanding balance of 24.09 million, and F. Cissé, who says he paid 49.5 million.
The first case dates back to 2021. According to Libération, Khady Diagne offered P. Diallo two plots of land for 70 million CFA francs. He paid her 36 million CFA francs in several installments before demanding a refund, claiming he hadn't received an original lease. After recovering 11.91 million CFA francs through payment deferrals, the victim discovered the fraud upon receiving a court order from the Dakar court condemning him: to carry out this scheme, Khady Diagne had resold the land to a third party (D. Thiaw) for 48.5 million CFA francs without his knowledge. To validate the transaction before the judge, she had fabricated false deeds of transfer, false powers of attorney, and a false building permit, imitating P. Diallo's signature.

Khady Diagne reoffended in 2024. The second complainant paid her 49.5 million of the 90 million agreed upon for the purchase of land in Ngor Virage. Concerned by the slow pace of the proceedings, F. Cissé contacted the notary whose name appeared on the deed of sale submitted by the accused. When questioned by investigators, Mr. MA Touré denied having drawn up the document and denounced it as a "crude forgery," claiming that his name, signature, and seal had been entirely falsified.
When questioned by the DIC (Criminal Investigation Division), the accused admitted to certain facts, including the creation of false documents in P. Diallo's name and the use of proceeds from the resale for personal gain. Regarding the second matter, while she admitted to receiving 49.5 million CFA francs from Cissé, she categorically denied giving him the forged notarized deed. Finally, Libération adds that she proved unable to produce any document establishing her ownership rights or powers of attorney over the land offered for sale.
