«Faux et inexacts» : la BHS piégée dans une guerre entre syndicalistes
The National Trade Union Council of Cusems and its new Secretary General, Aliou Diouf, have filed a complaint with the Public Prosecutor against the former Secretary General, Ndongo Sarr, the Deputy Treasurer Bineta Guèye, and the Housing Bank of Senegal (BHS), for an alleged embezzlement of 30 million CFA francs.
As reported by Les Échos, the plaintiffs allege that Ndongo Sarr "unilaterally and fraudulently cancelled" Aliou Diouf's signature at BHS and replaced it with Bineta Guèye's, through correspondence dated July 5, 2025. They claim that following this change, Ndongo Sarr and Bineta Guèye withdrew 30 million CFA francs "with the complicity" of the bank, which they accuse of having "changed Aliou Diouf's signature without informing him beforehand."
To justify this approach to the CEO of BHS, the same source indicates that Ndongo Sarr reportedly argued that Aliou Diouf "had refused to execute expenditures duly authorized by him and approved by the National Board." The plaintiffs deem this explanation unacceptable, considering these arguments "false and inaccurate." They point out, in particular, a chronological inconsistency: the letter addressed to the bank is dated July 5, 2025, while it refers to expenditures allegedly approved by the National Board on July 12, 2025. "How can a letter dated July 5, 2025, refer to an approval ordered by the Board on July 12, 2025?" they ask.
Aliou Diouf also points out that, as treasurer general elected at the 2022 CUSEMS congress, he was the "only one authorized to countersign checks." Believing that the accused "fraudulently misappropriated CUSEMS funds," he and his colleagues have filed a civil suit. In their complaint, they accuse Ndongo Sarr, Bineta Guèye, Astou Rose Gaye, director general of BHS, as well as persons unknown, of "embezzlement, theft, complicity in embezzlement, and any other offense that the investigation may reveal."
