Generalization of housing allowance: PATS put pressure on the authorities

The National Federation of Unions of Administrative, Technical and Service Staff (PATS) of Public Universities and Social Welfare Centers in Senegal is going on the offensive. Faced with the lack of concrete progress on the generalization of the housing allowance, it is calling for general assemblies on all campuses on Monday, October 19, 2026, starting at 8 a.m.

The social climate is likely to become tense in public universities. Meeting on Wednesday, October 14, 2026, the National Federation of Unions of Administrative, Technical and Service Staff (PATS) decided to take action to achieve its demand for the generalization of the housing allowance to all employees concerned.

In a press release published on October 15, the Federation deplores the lack of concrete progress on the generalization of the housing allowance to PATS, since the meeting of August 10, 2026, held in Diamniadio with the Minister of Higher Education, Research and Innovation.

Faced with this situation, the Federation announces the holding of general assemblies on Monday, October 19, 2026, starting at 8 a.m., in all public universities and Social Welfare Centers in Senegal.

According to the trade union, these meetings will allow workers to be informed, their opinions to be gathered and the modalities of the action plan to be implemented to be defined together.

Following these general assemblies, a press briefing is also planned on each campus to provide an update on the situation.

The Federation therefore invites all PATS to a "massive and disciplined" mobilization and urges the competent authorities to take, without delay, the necessary steps to make the generalization of the allowance effective.

The trade union also reaffirmed its willingness to engage in dialogue and consultation.

The Federation also warned that the authorities would bear responsibility for the consequences of any "potential disruption to the social climate." " Social peace cannot be maintained in the long term without concrete solutions."
