Gestion des ressources naturelles : Babacar Ba réclame la transparence sur le Fonds intergénérationnel
What is the current amount of the Intergenerational Fund? The question was asked by the president of the Forum of the Justiciable, Babacar Ba.
The civil society organization expresses its concerns about the management and lack of visibility surrounding this mechanism intended to guarantee fairness between generations and preserve resources from the exploitation of Senegal's natural wealth.
According to the organization's president, Babacar Ba, "to date, no citizen knows the exact amount of this fund." He also questions the authorities about the institutional structure of this organization. "Who are the administrators of this fund? Who chairs the Board of Directors? Who serves as the Director General of the fund?" he asks.
The president of the Forum of the Justiciable believes this lack of information poses a governance problem. "The authorities' silence on this issue is not only worrying, but it also constitutes a serious breach of the principle of good governance," he argues, adding that the Republic cannot manage resources belonging to the people in secrecy. He further maintains that "the failure to regularly publish the annual report on the management of intergenerational funds reflects a clear intention to shield this information from citizen oversight," warning of the risks of financial mismanagement.
To support his argument, Babacar Ba cites the 2024 annual report of the Extractive Industries Transparency Initiative of Senegal (EITI), which highlights that "the share of cash production accruing to the State of Senegal has not been recorded in any official declaration." According to him, this finding underscores a lack of transparency in the management of public funds.
In light of this situation, the Forum of the Justiciable calls on the President of the Republic and the government to publish the annual reports on the Intergenerational Fund. "Transparency is not a favor granted to the people; it is a constitutional and moral obligation," Babacar Ba emphasizes, arguing that the publication of these documents is a democratic imperative to guarantee the credibility of national governance.
