In a statement, the group representing the holders of titles on the "Hangar des pèlerins" site denounced the inaction of the public authorities and announced the upcoming launch of mobilizations on a national and international scale.
Promised a swift resolution, the case has become bogged down in administrative red tape. During the Council of Ministers meeting on March 12, 2025, the government set a deadline of the end of June for the site verification process. More than a year after this deadline, no final decision has been made to clarify the status of these plots, leaving the owners in limbo.
The case took on a more complex dimension following the hearing on Friday, October 9, 2026, of the former Director of State Lands, Abdou Gningue, before the parliamentary commission of inquiry into the shortcomings in land allocation. While the group welcomes the fact that he was the only administrative authority to have met with them, it now fears that the irregularities uncovered will penalize buyers who acted legally.
On the ground, the financial and human consequences of this administrative suspension are mounting. Members of the collective emphasize that they are not speculators, but citizens who have invested their savings or taken out bank loans to become homeowners. For many of them, the freeze on construction projects is causing considerable economic and emotional harm.
Since the steps taken with the Ministry of Finance and Budget, the Directorate of State Property and the Presidency of the Republic have not resulted in concrete measures, the members of the association now intend to change their strategy.
To compel the State to reopen negotiations, the group plans to launch an information and public advocacy campaign. This action plan aims to engage civil society organizations, human rights actors, and relevant legal bodies, while demanding the release of a precise timetable for a resolution.
While reaffirming its willingness to engage in dialogue, the group calls on the President of the Republic, Bassirou Diomaye Faye, to implement his commitments regarding land governance and to put an end to the legal insecurity that weighs on these households.
