Intellectuels de la Khadara Malikiya (3/3) : Makhtar Cissé, homme d'État et « gardien du temple » au cœur de la Tidjanya !
The relationship between the religious city of Tivaouane and Mouhamadou Makhtar Cissé, president of the Islamic association Jama'atou Nour Assouniya (AJANA), is based on very deep family, historical, and spiritual ties. He has always championed the "complementarity" between the actions of the state and the values upheld by religious leaders in the service of peace. The former minister is seen both as a guardian of the Great Mosque of Tivaouane and as a key interlocutor between the government and the Tijani community.
His origins and family roots reveal that his ancestors had served El Hadji Malick Sy from his earliest days in Ndiarndé, his family notably having woven the historic hut where the holy man spent his first night. A renowned journalist recounts: “ That the minister, Inspector General of State, is the guardian of the temple in Tivaouane is self-evident: his grandfather, Ablaye Yacine Diakhaté Yag Alla Sèye Khary Diop, wove the hut where El Hadji Malick stayed during his first night in Ndiarndé. ”
According to the story, Makhtar Cissé's grandfather and his brothers (Ndiack and Sa Tode in particular) dedicated themselves to the holy man they had followed since Gaé, in this vast movement of redemption among the Tiédos of Oualo, who wished to make amends by converting to Islam. Ablaye Yacine and his family joined these new converts, whose faith moved mountains and who later laid siege to Sikasso with Ahmadou Cheikhou—an episode during which Manougou Mbodj lost a limb.
As journalist Pathé Mbodje points out, “ History, like blood, is ultimately a matter of principle. It is therefore entirely just that Mouhamadou Makhtar Cissé handed over the keys to the mosque to the Caliph General, Serigne Babacar Sy Mansour, in September 2024, and that, as chairman of the committee in charge of the works, he found himself acting as an enlightened guide for President Bassirou Diomaye Faye, who came to visit the Grand Mosque on the eve of Mawlid. ” It is said that he reluctantly agreed to join the government of Prime Minister Sidiki Kaba from March 9 to April 2, 2024. Having withdrawn from the political scene a few years earlier, and despite the insistence of his family, he intended to follow in his grandfather's footsteps, dedicating himself exclusively to Mawlid and the Tijaniyya order.
An exceptional career in service to the State and the Nation
A senior Senegalese civil servant and statesman, Inspector General of State (IGE) having held important strategic responsibilities in the public administration and the energy sector (Director General of Customs, Director General of Senelec from 2015 to 2019, Minister of Budget, Minister of Petroleum and Energy, Chief of Staff to the President of the Republic), this former student of the Charles N'Tchoréré Military Academy of Saint-Louis was born on December 25, 1967 in Dagana, in northern Senegal.
A graduate in law, political science, finance, and public management, he completed his studies between Pout and Saint-Louis under the tutelage of his eldest son before passing the entrance exam for the Prytanée Militaire (military academy) where he earned his baccalaureate. Holding a master's degree in finance and public management, he passed the entrance exam for the General State Inspectorate (IGE) in December 2001, graduating at the top of his class. Concurrently, he obtained a master's degree in legal sciences (specializing in business law) from the Faculty of Legal and Political Sciences at Cheikh Anta Diop University of Dakar (UCAD).
His academic path then led him to obtain a Master's degree in Political Science, followed by a doctorate in Law and Political Science. After two years practicing law at the Dakar Bar, he entered the National School of Administration (ENA), from which he graduated as a Customs Inspector. He also holds several military qualifications, including Basic Military Training, Advanced Military Training, and the Parachutist Badge.
A key player in the development of the Emerging Senegal Plan (PSE) and the Paris Consultative Group in February 2014, Mouhamadou Makhtar Cissé, during his time at the Ministry of Petroleum and Energy, initiated the National Consultations on Local Content, the Forum of Senegalese Oil & Gas Experts from the Diaspora and secured the adoption of the Gas Code.
During his visits to Tivaouane, he regularly stressed the "complementarity" between religious and state authorities in consolidating peace and national stability: " The State and religious communities maintain a complementary relationship in the service of the Nation ," he declared during a courtesy visit to the General Khalif of the Tijaniyya, Serigne Babacar Sy Mansour, recalling that " the spiritual values upheld by religious leaders constitute an essential foundation for strengthening social cohesion and preserving the unity of the country. "
