JOJ Dakar 2026 : Mamadou Lamine Dianté appelle les syndicats à un « sursaut national »
With the Dakar 2026 Youth Olympic Games just weeks away, the Ministry of Public Service aims to maintain a climate of social calm with all labor unions. During a press conference held this Thursday, October 1st, 2026, Minister Mamadou Lamine Dianté urged social partners to prioritize dialogue, despite outstanding demands.
The principle defended by the minister remains clear: a disagreement must not, under any circumstances, break off negotiations. "We must continue the dialogue to find lasting solutions to the concerns of workers," he insisted.
The Minister of Public Service openly acknowledged delays in implementing certain commitments formalized with the unions. To address these outstanding issues and expedite the processing of cases, the Ministry plans to convene technical arbitration committees between the regular sessions of the monitoring committees.
In the education sector, the management of examination units is among the priority areas currently being evaluated. Regarding the cross-cutting project of reforming the civil service pay system, the minister announced that the terms of reference will be shared with social partners during the month of October.
Regarding the health sector, the provision of housing allowances for contract staff will be effective from this year 2026, although other demands are still being negotiated.
A solemn call for patriotism before the Youth Olympic Games
Faced with the historic deadline of the Youth Olympic Games, Mamadou Lamine Dianté made a direct appeal for collective responsibility, inviting trade union organizations to a "national awakening" and to show "patriotism" in order to avoid any spectacular action likely to affect the course of the competition.
This approach is in no way intended to restrict the exercise of the right to strike or trade union freedom, which are guarantors of the legal framework, but rather is part of the priority search for negotiated compromises. "Let's stay around the table," he urged, recalling Senegal's tradition of consultation and social dialogue.
The ministry reaffirms its ongoing willingness to examine workers' grievances while carrying out the planned institutional reforms.
