JOJ Dakar 2026 : un producteur audiovisuel interpellé pour avoir fait survoler un drone au-dessus de l'hôtel Azalaï
On October 27, 2026, the Director General of the National Civil Aviation and Meteorology Agency (ANACIM), Dr. D. BASSE, signed a circular prohibiting the operation of drones over the sites hosting the Dakar 2026 Youth Olympic Games (YOG). The measure applies from October 29 to November 14, 2026, within a five-kilometer radius of several zones. Zone A in Dakar covers the Iba Mar Diop Stadium, the Olympic swimming pool, and their surrounding areas. Zone B includes the Abdoulaye Wade Stadium in Diamniadio and its surroundings, and Zone C in Saly includes the Lamantin Beach Hotel and its surroundings. The ban also applies to the highway, the Olympic traffic routes, and the strategic corridors between Dakar and Diamniadio.
Addressed to all drone operators and media outlets, the memo calls on operators to strictly adhere to these prohibitions. Copies were sent to the Ministry of Land and Air Transport, the Air Force General Staff, the ASECNA representation in Senegal, the National Police, and the High Command of the National Gendarmerie.
The arrest at Point-E
Four days after the ban came into effect, on Sunday, November 1, 2026, at approximately 3:10 p.m., Police Adjutant A. MBALLO, on duty at the National Police Video Surveillance Center, brought a man to the Point-E district police station. The man identified himself as T. DIAKHATE, 38 years old, who presented himself as an audiovisual producer at the "IMAG'IN" communication agency, located in Ouagou Niayes 2.
According to Warrant Officer MBALLO, T. DIAKHATE flew his drone over the Azalaï hotel without authorization, according to Seneweb sources.
The explanations of the accused
When questioned, T. DIAKHATE stated that he was the manager of the agency "IMAG'IN". He explained that he had been hired by the agency "Éditions limitée", based in Mamelles, which was organizing an event for the organization "ALI BABA". His mission was to cover the event by creating a photo album and souvenir videos.
The accused admitted, however, that he did not have authorization to fly his drone. He justified this by stating that he believed the Azalaï hotel was not subject to the ban.
