A new storm is shaking the management of natural resources. Following the revelations made by Prime Minister Ahmadou Al Aminou Lô during his General Policy Statement last Tuesday, former MP and President of the Observatory for Monitoring Economic Development Indicators in Africa (OSIDEA), Cheikhou Oumar Sy, has taken a stand to demand full transparency on the Yakaar-Teranga gas project.
At the heart of the controversy: a sum of $55 million, or nearly 30 billion CFA francs, which should have been recovered by the Senegalese state upon the withdrawal of the American oil company, Kosmos Energy. In a pointed statement published on Facebook, the president of OSIDEA directly challenges the Prime Minister's office and Parliament to understand how such a large amount could have been lost. Here is his statement in full:
YAKAAR-TERANGA: WHERE IS KOSMOS'S 55 MILLION DOLLARS?
Prime Minister Al Aminou Lô must provide clarifications on the $55 million, nearly 30 billion FCFA, which should have gone to the State of Senegal in the Yakaar-Teranga case.
Who decided to relinquish these 30 billion belonging to the Senegalese people? Which minister made this decision? On what basis?
At a time when our country is going through an unprecedented economic and financial crisis, every billion counts.
After ASERGATE, we cannot accept new areas of uncertainty in the management of our public and natural resources.
We demand the publication of documents relating to this decision and, above all, the opening of a parliamentary inquiry into the $55 million from Kosmos.
30 billion FCFA cannot simply disappear in silence.
The Senegalese people have the right to know.
Cheikhou Oumar Sy
Former Member of Parliament
President of OSIDEA
